Chairperson Nixt asked what the range was for a paintball gun, and if it would be possible to
eject them over a 20-foot fence.

Mr. Bcdnarczyk stated the range is about 150 feet. He indicated there will be paintballs that
leave thc playing area, but because of the arc they would drop off immediately if they made it
over the fence.

Chairperson Nixt asked the material of the paintballs.

Mr. Bcdnarczyk indicated they are gelatin caps with polyethelane glycal. He stated he did a lot of
research bctbre he opened, and the paintballs are actually a pharmaceutical material, and not
ha×ardous. Itc indicated they are water soluble and will biodegrade. He added they have
contests at tournaments to decide who can eat the most paintballs, which shows they are not
ha×ardous.

Commissioner Johnson noted this is for an Interim Use Permit, and asked what interim means in
this case.

Community Development Director Trudgeon stated a business can have an Interim Use Permit
for up to five years. He indicated when this applicant first came through Staff thought an Interim
Use Pemait may be the best way to go so the Paintball Arena could try it, but after looking at the
site Staff does not think it is appropriate for this area.

Commissioner Van Scoy asked what locations in the city would allow this use.

Community Development Director Trudgeon indicated it would be allowed in B-2 and H-I,
which are maybe not the best areas, but are the only locations where outdoor recreation is
allowed.

Commissioner Johnson asked why Staff felt it was not appropriate in this location.

Community Development Director Trudgeon stated this area has been redeveloping, and
signiticant TIF has been put into the area, along with roads and sewer and water. He indicated
Staff would bate to possibly detract from that with telephone poles. He added there is a potential
conflict with trucks going in and out and paintballs making it over the fence.

Corem issioner Lcvine asked if Staff heard from the other businesses in the area.

Community Development Director Trudgeon indicated they have not received any feedback,
negative or positive.

Commissioner Van Scoy asked how the playing field would be located on the site, and
Community Development Director Trudgeon reviewed the site plan. Commissioner Van Scoy
asked how Iht the area is from the lot line.

Planning Commission/April 21, 2005
