Ne indicated there are issues with the drainage basin in regard to the sidewalk <br />placement proposed. <br /> <br />Commissioner Johnson noted the Planning Commission has had concern with pedestrian <br />movement through this area, and stated it appears there is a sidewalk all around the development, <br />but not in the interior. He asked how those in the interior units would walk to the Town Center. <br /> <br />Mr. Mcl Icnbach stated that typically with private streets you would utilize the street to access the <br />sidewalk on the public street. <br /> <br />Community Development Director Trudgeon noted this was part of Staff's comments. He <br />acknowledged there are some grading and draining issues to be worked through, but Staff does <br />want 1o provide some pedestrian access through the interior. <br /> <br />Chairpcrson Nixt asked if Staff was proposing a sidewalk through the drainage pond. <br /> <br />Community Development Director Trudgeon stated this is part of what they have to work <br />through. I Ic noted the drainage pond is a rain garden, not a wet pond. He showed a picture of <br />the possible rain garden area, noting it will not hold water for more than 48 hours. <br /> <br />Mr. Mcllcnbach added they would not want to sod it when it would die off after 48 hours of <br />water. <br /> <br />Community Development Director Trudgeon indicated the grade is steep around the pond, and <br />they nccd to find an exact location that will work. He stated they typically do not require <br />sidewalks on private streets. He indicated if the sidewalk crosses the driveways it will take out <br />space, and the driveways would have to be made longer to accommodate the sidewalks. <br /> <br />Commissioner Johnson indicated he agrees the sidewalk cuts proposed make sense, and help get <br />those from the interior units out to major streets. <br /> <br />Chairperson Nixt asked if there would be parking on the private streets. <br /> <br />Community Development Director Trudgeon indicated there would not, noting the private streets <br />are as narrow as they can be. <br /> <br />Chah'pcrson Nixt indicated that Horton 2 looks like it will be heavily traveled, but it will empty <br />to Rhinestone so there will not be as much of a conflict with pedestrians. He asked if they would <br />limit thc speed on the road. <br /> <br />'lhe applicant indicated the width of the road will act as a traffic control, noting 24-feet is pretty <br />tight, and the speed would be naturally slowed. <br /> <br />Commissioner Van Scoy asked what the lengths would be for the driveways on the private roads. <br /> <br />Planning Commission/April 21, 2005 <br /> Page 7 of 23 <br /> <br /> <br />
