Commissioner Johnson stated he just wants to know how Staff will talk with developers, and it <br />sounds like they will be guiding them toward the urban standards. <br /> <br />Community Development Director Trudgeon indicated he does not want to categorically say they <br />will apply a 45 foot buffer when there is urban next to rural. He stated it may be appropriate <br />somctilncs and it may not. <br /> <br />ComlniSsioner Brauer questioned if a developer can meet code if doing a vegetative buffer the <br />way Code is written now. <br /> <br />Mt'. l'ctcrson questioned if they considered what is on a rural lot off the developed site in the <br />buff'er calculation, because that would increase the buffer area. <br /> <br />Commissioner Johnson indicated it would depend on if it was natural buffering that will not be <br />changed, such as wetlands, or a buffer that could be cut down the next day. <br /> <br />Mt'. I'ctcrson indicated he gets mixed responses from neighboring property owners on if they <br />want buffers or not. <br /> <br />Commissioner Van Scoy noted the Planning Commission also gets concerned with how many <br />homes will be lined up with the neighboring lots, but he does not see it as a problem here. <br /> <br />Mt'. Petcrson noted they put a 90 degree bend in the road so the street does not whistle through <br />the property. <br /> <br />Case #5: <br /> <br />Public Hearing - Proposed Amendment to the Town Center Zoning District <br />Regarding Driveway Lengths and Front Yard Setbacks; Case of City of <br />Ramsey <br /> <br />Presentation <br /> <br />Community Development Director Trudgeon advised as the Ramsey Town Center continues to <br />develop, the City has begun to receive several proposed residential subdivisions within the <br />dcvclopmcnt. I tc indicated overall, the Ramsey Town Center is expected to contain about 2,400 <br />housing units. He stated that in reviewing sketch plans for several proposed Town Center <br />residential dcvelopment, the Planning Commission has raised concerns that some of the plans <br />will not meet the expectations of density envisioned for the entire Ramsey Town Center. <br /> <br />Connnunity l)evelopment Director Trudgeon explained that the sketch plans presented to the <br />l'lanning Commission complied with all Town Center zoning codes. He stated that in reviewing <br />thc sketch plans, Staff and the developer determined that the plans showed as many units as <br />possible given adherence to all Town Center Zoning codes. He indicated that in reviewing <br />possibilities, Staff determined the biggest factors determining density were driveway length and <br />the provision of public roads throughout the development.
