o£public roads through the Town Center. However, Staff believes that a lesser driveway length
in thc Town Center may be warranted. He indicated in taking a look at some of the sketch plans,
it appears that allowing driveways of 20 feet will allow for up to a 20% increase in units.

Community Development Director Trudgeon advised that Staff is proposing language to the
Town Center Zoning District to change the minimum driveway length to 20 feet. He indicated
the Town Center Zoning District already allows for driveways of 20 feet in length for certain
types o [' units, and this amendment will allow driveways of 20 feet in length for all residential
units within the Town Center. He added that the amendment would also have a maximum
driveway length of 25 feet within the Town Center.

Community Development Director Trudgeon indicated that in addressing the need for guest
parking, Staff would like to point out that 20-foot driveways will still allow for a majority of the
vehicles to be parked in that space. He stated that given the proposed amendment to the
driveway length, Staff has also found it necessary to make a change to the front yard setback
requirements in the TC-4 Zoning District. He advised that currently code has a 0-20 foot front
yard setback, with allowances for up to a 30-foot setback in certain instances. He indicated Staff
would like to clean up code to make the language clearer. He stated Staff is proposing to change
the fi'ont yard setback to 0-25 feet across the board, with the setback being measured from the
fi~ont building edge to either the sidewalk, edge of the right-of-way, or the back of curb,
whichever is appropriate.

Commissioner Johnson suggested increasing the road width by another 10 feet, putting a
sidewalk on the streets, and not having a driveway. He stated residents would pull straight into
the garage, and you would be able to park on the roads.

Community Development Director Trudgeon stated that would certainly help the density, and he
would bc interested in talking to developers and marketers to see what they think.

Commissioner Johnson agreed the units would have to be marketable, and the developers may
say they cannot do that, but he would be interested in their reaction.

Commissioner Watson asked if the purpose of this amendment is to keep density in the Town
Center, more so than what they have seen in the last few months.

Community Development Director Trudgeon stated the Town Center is supposed to hit an
avcragc of 15 units per acre. He indicated the last development was 12, and the previous one
was 10, therefore Staff has been wondering where this can be made up. He stated it is possible
that in thc core they will reach a density of 50 per acre or something similar.

C. ommissioner Van Scoy stated they keep focusing on the kind of structures that do not provide
thc density they want, such as row townhomes rather than condominiums.

Corn missioner Johnson asked if Staff has seen any proposals suggesting underground parking.

Planning Commission/April 21, 2005
