with building homes. Additional land disturbances such as custom grading operations are expected as homes are <br /> constructed on the individual lots. Erosion and turf establishment controls for individual lot construction are <br /> required as part of the City of Ramsey building permit. <br /> Development of the site will involve modification of the original topography to accommodate the construction of <br /> roads, homes, utilities, and storm water management facilities. The main equipment for grading the project wi.ll be <br /> bulldozers, scrape,s, compactors, backhoes and other standard earth-moving equipment. The sequence of ' <br /> construction will follow standard practices for conventional land modification for residential subdivisions. The <br /> construction hctivities will begin with the installation of erosion control measures, followed by overall site grading <br /> and road construction, construction of the storm water management systems, the installation of utility services such <br /> as natural gas, cable, telephone lines and ending with the establishment cfa permanent vegetative cover. <br /> <br /> Drainage / Sedimentation <br /> Storm water ponds will be constructed early in the grading process to provide sediment control for the site <br /> development. Storm water will be conveyed to the ponds by ditching during the grading process and by piping as <br /> the site develops. These ponds will provide sedimentation as well as retention of storm water. These ponds will be <br /> sized to contain 100 year storm events. The'ponds will provide runoff.rate control for the runoffleaving the site. <br /> Erosion <br /> Ground cover will be established as the site is graded to prevent the transport of soils via water and wind. Best <br /> Management Practices will be employed during the construction of roadways, ponds, and homes. The excavations <br /> will bc completed using conventional earth moving equipment. __ <br />Pul)lie Streets <br /> Along with the construction of the homes, a network of streets and City utilities will be required to serve this <br /> development. Streets and cul-de-sacs will be constructed to City of Ramsey specifications. Right of way for public <br /> streets totals 13.7 acres; the developer will construct approximately 9,975 feet of public street. The streets will be <br /> constructed to a 32 foot driving width and placed in a 60 foot right of way. <br /> The new development's streets will connect to existing city streets at 3 locations and to future streets at 3 locations. <br /> Variolite Street NW will act as a collector street to provide access to this development. The new streets will be <br /> dedicated to the City of Ramsey upon completion and acceptance. Public trails will be constructed to provide <br /> access to adjoining neighborhood city parks. <br /> The proposed street network layout can also be seen on the concept layout in Figure No: 2. <br /> <br />Public Utilities <br /> The proposed residential development will require connection to existing sanitary and watermain facilities. Storm <br /> water runoff} stored onsite, will be conveyed from the site. <br /> The connection of sanitary sewer to serve this area will need to be connected to existing sanitary sewer lines in the <br /> City. In the current proposed area of Sweetbay Ridge, a proposal for a new 18 inch trunk sewer is already <br /> underway. Once completed, connection from the Sweetbay Ridge development to this trunk sewer will need to be <br /> made. This increase in flow and its effects on the city's treatmem facility are discussed later. <br /> Like the sanitary sewer, there is no existing water main close to the proposed area of the Sweetbay Ridge <br /> development. All current water usage in the area is coming from private wells. The City of Ramsey has a proposal <br /> for expansion o~' water main closer to the proposed Sweetbay Ridge development. Once completed, connection of <br /> this area to the City's water source could be accomplished. Impact of adding this development area to the City's <br /> water distribution system will be discussed further in this report. <br /> <br />Easements <br /> Easements will be dedicated on all drainage ways and pond locations, including maintenance access to pond <br /> locations. <br /> <br />c. Project Purpose <br /> The purpose of this project is to provide residential housing to UP to 162 families in Ramsey. Ramsey has an active <br /> real estate market and there is an increasing demand for housing. The primary beneficiaries are the developers and <br /> the people purchasing the lots.
