Household hazardous waste <br /> generated fi'om individual homes in this development can be disposed of at the Anoka County Household <br /> Hazardous Waste Facility. The waste haulers in R. amsey have municipal waste recycling programs. The residents <br /> will be encouraged to recycle all municipal solid wastes that can be recycled. <br /> <br />b. Identify any toxic or hazardous materials to be used or present at the site and identify <br /> measures to be used to prevent them from contaminating groundwater. If the use of <br /> toxic or hazardous materials will lead to a regulated waste, discharge or emission, <br /> discuss any alternatives considered to minimize or eliminate the waste, discharge or <br /> emission. <br /> Sweetbay Ridge is currently a 102 acre property being used as a shooting range. As documented in Wenck and <br /> Associates' Response Action Plan for the St. Anthony Gun Club, several sampling investigations have been <br /> conducted over the years, as well as a lead recovery operation in 1979 or 1980. <br /> In order tbr homes in the Sweetbay Ridge development to be marketed free and clear of potential environmental <br /> restrictions and deed notifications, a level of cleanup that will result in a Certificate of Completion is proposed in <br /> the Wenck and Associates Response Action Plan. Chemicals of concern at the site include lead and polynucl~ar <br /> aromatic hydrocarbons (PAHs). Wenck recommended that the contaminated soil be excavated and taken to an <br /> appropriate waste disposal facility. <br /> Fuels and oils needed for the operation of construction equipment will be delivered but not stored on site (see <br /> below). Building products used for home construction will be used, stored, and disposed of properly. <br /> Normal construction and household hazardous wastes are anticipated. Toxic or hazardous materials such as fuel for <br /> construction equipment and materials used in the construction of homes (paint, adhesives, stains, contaminated <br /> rags, acids, bases, herbicides, and pesticides) will likely be used during site preparation and house construction. <br /> Spills of these materials are not planned, but could require notification of the Minnesota Duty Officers if a <br /> sibmi ficant spill occurs. Builders/contractors are responsible for proper management and disposal of any wastes <br /> generated during construction and homeowners are responsible for management and disposal thereafter. During <br /> construction of the project any toxic or hazardous materials will be properly used, stored and disposed of when <br /> linished. <br /> <br />c. Indicate the number, location, size and use of any above or below ground tanks to <br /> store petroleum products or other materials, except water. Describe any emergency <br /> response containment plans. <br /> No above or below ground tanks will be located on site. However, small spills from the filling of equipment can <br /> occur. Hydraulic oil can be discharged onto the ground if a hydraulic hose fails. Equipment will be parked in <br /> designated areas for fueling and during non-Work hours. These areas will be in upland locations away from <br /> wetlands. Impoundment dikes will be constructed to contain fuels ifa spill should occur. Soil, if significantly <br /> contaminated, will be removed from the site and taken to a licensed hazardous waste reclamation site. <br /> There will be no temporary tanks on site during construction. Refueling will take place from tanker trucks, and will <br /> occur in areas that are not environmentally sensitive. There will be no permanent storage tanks located on the site <br /> alter development. <br /> <br />Provide an estimate of the impact on traffic congestion:.,9n affected roads and describe <br />any traffic improvements..necessaw..
