Traffic Operations Analysis

Analysis was completed for each of the NotBuiid scenarios for both the A.M. and P.M.
peak hours. Analysis was also completed for the Build sCenario, The analysis was
performed using the methodology of the 2000 Highway Capacity Manual through -
S'YNCHRO, a traffic mmlysis softWare program by Traffi~vare. Results. ofthe, analysis
are displayed as. measures of effectiveness. Measures of effectiveness display
quantitative information about the performance' o'f an ·intersection· Or network, of
intersections. The primary measttres that are usedin this·study are leve[ o£.setMce :and
delay.

Level of Service

The operational analysis re. suits are described as a Level. o f Service. (LOS) ranging from
A to F and these letters serve to describe a .range of operati~g eondi, tions:f0r different
types of facilities. Levels of Service are calculated based on the 200OHigh~,'aY:Capacity
Mammal, which defines the level of service, based on control delay:..For unsignalized
inters~ct/ons, control delay is the dday experienced by vehi¢iesstowlng dbwn fora stop
sign, the wait time at the stop sign,.and the time for the vehicle to speed up and move into
traffic. Level of service D is commonly taken as an acceptable desJ. gn year L©S. The
level of service and its associated intersect/on.delaY for a-stop-controlled intersection is
presented below. This level of service criteria is only relevant for stop. controlled
movemellt's.

Un-Signalized Intersection LOS:

LOS

A

C',On, trol~ Delay Per Vehicle.
