Project Summary <br /> Brookfield Addition is a residential development project located in Ra~ey, ~. Brookfield Ad~tion is c~ently <br /> a 179 acre piece of property ~ed for a~cul~e. The proposed site wilJ contain 253 single f~ily ~a~ached <br /> residences. This project will involve the extension of municipal utilities including sanit~ seWe[ wmer, public <br /> roads and sto~ sewer. <br /> <br />b. Complete Project Description <br />Site Development <br /> Casselberry Development is proposing a residential development, Brookfield Addition, comprising of253'single <br /> family homes. The project area is approximately 179 acres. Development xariil be consistent with City of Ramsey <br /> Ordinances. The site is bounded by residences to the east, south and wesl~. T~ the norih is Trott Brook. Nowthen <br /> Boulevard (County State Aid Highway 5 (CSAH 5)).will act as a collector street ~o provide access to this property. <br /> Attached is Figure 1 showing the project boundaries on the USGS topographic map and Figure 2 showing the <br /> concept layout of these proposed units. <br /> The large size of the land being converted from agricultural to residential triggered the creation of this EAW, as <br /> required by MN Rule 4410.4300, subpart 36, "Land use conversion, including golf courses." The project includes <br /> construction of roads, homes, ponds, and utilities such as storm water, wastewater, and water. The new <br /> development!s utilities will be connected to the existing City of Ramsey's water and wastewater systems.. <br />Natural Features <br /> As shown on attached Figure No. 2, the proposed layout of homes, streets, and utilities will affect the <br /> environmental qualities of this area. There are natural wetlands, ponds, trees, and streams found on the site; they <br /> are a valuable natural resource and will be preserved as much as possible. The site will be graded to preserve the <br /> natural rolling land~cape as well as the native oak habitat. The ex/sting landscape consists of wetlands stretching <br /> across the proposed area from east to west in the upper half of the site:.~The remaining land is currently agricultural <br /> land. This proposed developm..fn, tLwill leave, the wetlands as they exist currently, but use the rest of the property for <br /> residential development .... '..' ' " <br /> <br />Phasing <br /> The storm water ponds will be constructed first to provide protection from any potential runoff from the site. Final <br /> plans and specifications will be prepared for each phase of the development. A Storm Water Pollution Prevention <br /> Plan will be required and implemented for each phase of the development. <br /> The construction of homes on the individual lots is proposed to begin during the 2005 construction season and <br /> <br /> <br />
