continue as each lot is sold. It is estimated that 2 to 3 years is required to complete all the construction associated
with building homes. Additional land disturbances such as custom grading operations are expected as homes are
constructed on the individual lots. Erosion and turf establishment controls for individual lot construction are
required as part of the City of Ramsey building permit.
Development of the site will involve modification of the original topography to accorrmaodate the construction of
roads, homes, utilities, and storm water management facilities. The main equipment for grading the project Will be
bulldozers, scrapers, compactors, backhoes and other standard earth-moving equipment. The sequence of
construction will follow standard practices for conventional land modification for residential subdivisions. The
construction activities will begin with the installation of erosion control measures, followed by overall site grading
and road construction, construction of the storm water management systems, the installation of utility services such
as natural gas, cable, telephone lines and ending with the establishment of a permanent vegetative cover.
Drainage / Sedimentation
StoJTn water ponds will be constructed early in the grading process to provide sediment control for the site
development. Storm water will be conveyed to the ponds by ditching during the grading process and by piping as
the site develops. These ponds will provide sedimentation as well as retention of storm water. These ponds will be
sized to contain 100 year storm events. The ponds will provide runoffrate control for the nmoffleaving the site.

Erosion
Ground cover will be established as the site is graded to prevent the transport of soils via water and wind. Best
Management Practices will be employed during the construction of roadways, ponds, and homes. The excavations
will bc completed using conventional earth moving equipment.
Public Streets
Along with the construction of the homes, a network of streets and City utilities will be required to serve this
development. Streets and cul-de-sacs will be constructed to City of Ramsey specifications. Right of way for public
streets totals 16.8 acres; the developer will construct approximately' 12,200 feet of public street. The streets will be
constructed to a 32 foot driving width and placed in a 60 foot right of way.
Thc new development's streets will connect to existing city streets at 4 locations and to future streets at 2 locations.
Nowthen Boulevard (CSAH 5) will serve as a collector street for this development. The new streets will be
dedicated to the City of Ramsey upon completion and acceptance. Public trails will be constructed to provide
access to adjoining neighborhood city parks.
The proposed street network layout can also be seen on the concept layout in Figure No. 2.

Public Utilities
The proposed residential development will require connection to existing sanitary and watermain facilities. Storm
water runoff; stored onsite, will be conveyed from the site.
The connection or'sanitary sewer to serve this area will need to be connected to existing sanitary sewer lines in the
City. In the current proposed area of Brookfield Addition, a proposal for a new 18 inch trunk sewer is already
underway. Once completed, connection fromthe Brookfield Addition to this trunk sewer will need to be made.
This increase in flow and its effects'on the City's treatment facility are discussed later.
Like the sanitary sewer, there is no existing water main close to the proposed area of the Brookfield Addition. All
current water usage in the area is coming from private wells. The City of Ramsey has a proposal for expansion of
water main closer to the proposed Brookfield Addition. Once completed, connection of this area to the City's water
source could be accomplished. Impact of adding this development area to the City's water distribution system will
be discussed further in this report.

Easements
Easements will be dedicated on all drainage ways and pond locations, including maintenance access to pond
locations.

c. Project Purpose _.
Thc purpose of Brookfield Addition is to provide a variety of new residential housing opportunities for up to 253
existing and ti~ture D. milies in Ramsey. The developer will expand th~,ex!sting development pattern by connecting
and extending existing streets. Ramsey has an active real estate market and'there is an increasing'demand for
housing. The primary ben¢ficighes are the'developers and the people purch~ing the lots. The developer, not a
govermnental unit, will carry o'ut the project'.:

d. Are future stages of this development, including development on any outlots, planned
or likely to happen? If yes, briefly describe future stages, relationship to present
