CASE # <br /> <br />CONSIDER AUTHORIZATION OF IMPROVEMENT PROJECT 05-27 <br />WEI,COMES ROAD STREET GRADING AND PAVING IMPROVEMENTS <br />By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />Thc City received a petition for various street and utility improvements on December 10, <br />2004. ri'he attached feasibility study outlining the project details, costs, and financing was <br />provided to each property owner and a public hearing was held on March 8, 2005. The <br />sixty day waiting period specified by Section 4.60.05 Sub. 1 of City Code for projects of <br />this nature has now passed and the Council may now act to order the preparation of plans <br />and specifications for the work outlined in the feasibility study. <br /> <br />The project proposes that the roadway be regarded such that it is aligned within the center <br />of thc 66 foot right of way. A 28 foot wide bituminous pavement shall consist of four <br />in ch cs o f' Class 5 granular base, two inches of bituminous base course, and 1.5 inches of <br />bituminous wear course. Drainage shall be provided through regraded roadside ditches <br />and new driveway culverts and bituminous berm curb. Drainage from the majority of the <br />project area shall be conveyed to the wetland which is located south of 164th Lane and <br />cast of Sapphire Street. Where it is necessary to remove existed driveways for the <br />installation o£culverts or to accommodate a transition to the new roadway, such <br />driveways shall be neatly saw cut and replaced with like material as a portion of the <br />project cost. Disturbed turfed areas shall be restored with fertilizer, seed and mulch. <br /> <br />Several rcsidents expressed concern over drainage and possible impacts to tree lines <br />along 164th Lane. A neighborhood meeting was held with residents on May 5, 2005 to <br />rcvicw these issues. Preliminary plans suggested that no trees would be directly removed <br />as a result of the grading and that a number of tree protection measures would be <br />included within the special conditions of the project to maximize the survivability of <br />those trees which will suffer some root loss. The majority of the drainage will be directed <br />to the comer of 164th Lane and Sapphire Street into the wetland which drains to County <br />Ditch 3 via a lateral ditch. <br /> <br />Recommendation: <br /> <br />Staff recommends that this project be ordered and that the City Council direct that staff <br />prepare plans and specifications for the improvements. <br /> <br />Action: <br /> <br />Motion to adopt resolution 05-06-XXX ordering Improvement Project 05-27, Welcome's <br />Road Street Grading and Paving Improvements and that staff be directed to prepare plans <br />and specifications for the improvements. <br /> <br />Reviewed by: <br />Director of Public Works/Fire Chief <br />Assistant Public Works Director/Principal Engineer <br /> <br />CC: 06/14/05 <br /> <br /> <br />
