Assistant Community Development Director Frolik noted that many of the lots will not develop <br />until sewer and water is available. <br /> <br />Commissioner Johnson stated the concept behind the cluster is more or less for the benefit of the <br />City, not the developer. He indicated he does not recall that they discussed density transitioning <br />at that time, but if they do not have some flexibility they are saying these developers have to <br />develop in tiao middle of their property. <br /> <br />Commissioner Brauer stated he does not think that is what they are saying. He thinks there are <br />alternalivcs. <br /> <br />Chairperson Nixt stated if you look at the topography on this site, Lots 6, 7 and 8 provide a <br />natural but'for, as does 9, so only Lots 1-5 need buffering, which should not put too much <br />hardship on the developer. <br /> <br />Commissioner Johnson stated the other option is to go to Lots 35, 36 and 37 now where there are <br />no density issues. <br /> <br />Mr. Stradlund stated Lots 4 and 5 are wooded, so buffering would require adding more trees to <br />Ix)ts 1,2 and 3. <br /> <br />Commissioner Brauer asked if putting the septic system on the property line make it a liability <br />issue. <br /> <br />Associate Planner Wald stated it is 100% on this property. <br /> <br />Mt'. Stracllund explained that the reason for putting it in this location is the soil, and it is higher <br />ground, lte stated it would be like a normal trench system. <br /> <br />Chairperson Nixt stated he does not see any proposed access for servicing the area, and asked if a <br />road would be stubbed in. <br /> <br />Mr. Stradlund stated he could do that if needed. <br /> <br />Chairperson Nixt indicated something would be needed. He asked who would provide <br />comments on this type of system for preliminary plat, since the Planning Commission is not <br />Ibm i liar with the set-up or the impact it may have on the neighboring properties. <br /> <br />Associate t'lanner Wald stated the Engineering Department will provide a detailed review during <br />prc lim i n a ry p lat. <br /> <br />Chairpe,'son Nixt indicated he would be looking for comments that a septic system this size <br />would only impact this site. <br /> <br />Planning Commission/May 5, 2005 <br /> Page 7 of 19 <br /> <br /> <br />
