Associatc Planner Wald stated the development would gain access to Erkium Street and down to
177'h.

Mr. 'l'ho~nas asked why the homeowners were not brought into the process on the Cluster
Ordinance before now.

Commissioner Johnson indicated the City tried to notify all residents of the city what was
happcning. He noted that some of these 2 1/2 acre lots will be developed into 7 or 8 new lots, and
more o1' that is what the City is trying to avoid.

Mr. Thomas indicated in Andover they are developing with 2 ½ acre up to 10 acre lots. He stated
it is hard to imagine 38 homes on 40 acres.

Commissioner Johnson stated he would suggest Andover will have a problem when City sewer
anct water is available.

Roger Rowbotham, 17715 Erkium Street, showed his home on the map. He stated that out his
kitchen window will be the communal septic system. He indicated it was mentioned this is the
first proposed development, and he would like to see a working system, which is his first
concern. I-lc stated there will be wells on smaller lots, which is also a concern for their existing
wells. Itc added that individual septics fail, and asked what would happen if this communal
systcm fifils. IIe stated there is no track record for these systems. He indicated he understands
development happens, but this is making a decision for all of Ramsey. He added he wants to stay
in his home.

Mr. Rowbotham stated that Erkium Street will be bombarded with traffic, which is a disaster
waiting to happen. He stated the City needs to take it slow.

Commissioner Johnson noted that Staff should be able to provide examples of working
communal septic systems that the neighbors can look at.

Mr. Rowbotham asked what kind of timeline they are looking at for City services.

Associate Planner Wald explained it would depend on demand, and the City's ability to service
thc area, so it is difficult to say.

Comnaissioner Brauer suggested the concerned neighbors keep their ears open for more on the
Comprehensive Plan Amendment public hearings.

Mt'. l>,owbotham asked how large of a holding tank this would be, and how often it would be
pumiced.

Planning Commission/May 5, 2005
