atlows people with large acreage to develop at the old density, but cluster them on smaller lots on
the property by showing how the rest of the property could develop in the future. He noted it has
worked well in other co~nmunities.

Mr. Adriacns stated he understands the concept, however the problem the neighbors are having is
that they have been thinking these would be 2 ½ acre lots, and now it will be a cluster
development and they are having trouble tying the two together.

Chairperson Nixt stated the good news is this is the only development that will be on this site
until services are available.

Com~nissioner Johnson added the other good thing is the City has typically found that developers
want to make this work with the neighbors, and he suggested they talk to the developer to work
ottt issucs before preliminary plat.

Commissioner Brauer urged the neighbors to work with City Staff and the developer to work out
a solution tbr both parties, and also to talk to the City Council if they are concerned with the
density, l.le noted this is the first development the Planning Commission has seen under the new
ordinance.

Mr. Adrians asked if 16 lots have been approved.

Commissioner Johnson stated the cluster ordinance has been approved, and this development
meets thc ordinance, however how the lots are laid out is not finalized.

Commissioner Van Scoy noted that the Comprehensive Plan is under review, and if Mr. Adrians
has a concern with how the City is developing h6 needs to talk to the City Council and Staff.

Ken Thomas, 17655 Argon Street, indicated what he has shows 38 sites.

Associatc Planner Wald stated that shows the potential for development if City sewer and water
wcrc available, but only 16 lots will be developed until City services are available.

Mr. Thomas asked if they would all be single-family lots.

Chairperson Nixt indicated right now they are all showing as single-family, but when services are
available it could be anything, depending on what the zoning allowed at the time. He stated that
is so far out it cannot be determined.

Mr. Thomas suggested that people with 2 ½ acre lots could have five homes behind them.

Chairperson Nixt indicated that theoretically that would be possible, but they are not considering
anything tonight except 16 lots.

Mr. Thomas asked if traffic would run down Erkium Street, or if there is another street.

Planning Commission/May 5, 2005
