DJR has a number of very respectable projects, <br />including Twinsville for the area around the Minneapolis Northstar Rail Station location where <br />thc new Twins Stadium will be built. Ankeny Kell has partnered with SRF, Inc. to bring area <br />planning expertise with their proposal. <br /> <br />City Administrator Norman advised staff chose to recommend D JR because of their strength in <br />developing a center that would create new membership recruitment and membership retention <br />that is a sustainable project for the long term. Staff also recommends DJR because of their <br />familiarity working with partnership programs because the Ramsey project will include the <br />possibility of partnering up with a fitness center facility and the possibility of a hotel for the <br />swilnming pool or water park feature. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to authorize staff to <br />negotiate an architectural services contract with D JR Architects, Inc. for the Ramsey Town <br />Center Community Center/Fitness Facility. <br /> <br />Further discussion: Councilmember Olson clarified this is not necessarily the architect that <br />would be chosen to design the community/fitness center. City Administrator Norman replied <br />that is correct, this contract would relate more to the space needs and how this center would fit in <br />with the core of the Town Center. Mayor Pro Tem Elvig noted this will enable the City to <br />determine their programming needs to respond to private sources that approach them regarding <br />this facility. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tem Elvig, Councilmembers Jeffrey, Cook, Olson, <br />l~earson, and Strommen. Voting No: None. Absent: Mayor Gamec. <br /> <br />Case #9: <br /> <br />Consider Authorization of Improvement Project #05-23 Ebony Street and <br />Utility Improvements Between 137th Avenue and Riverdale Drive <br /> <br />Assistant Public Works Director Olson reviewed that on March 22, 2005 a public hearing was <br />held on this project. The 60-day required waiting period has now passed and the Council may act <br />to order the preparation of plans and specifications for the work outlined in the feasibility study. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt resolution #05- <br />05-147 ordering Improvement Project #05-23, Ebony Street and Utility Improvements Between <br />137"' Avenue and Riverdale Drive, and that staff be directed to prepare plans and specifications <br />lbr thc improvements. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tem Elvig, Councilmembers Cook, Elvig, Jeffrey, <br />Olson, I'earson, and Strommen. Voting No: None.
