Mayor Pro Tern Elvig commented Outlot A is for the theater, but he recalls the front is still <br />negotiable for the retail aspect. <br /> <br />Community Development Director Trudgeon explained this will set up the exact lot <br />configuration. <br /> <br />Mayor Pro Tern Elvig suggested Outlot A being split into Outlots A and Al if it will be separated <br />in the futttre. <br /> <br />Community Development Director Trudgeon replied this could be done if it was known how the <br />outlot will be split. He explained it can be split again in the future. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to adopt resolution #05- <br />05-151 approving the final plat of Ramsey Town Center 5th Addition contingent upon <br />compliance with the City Staff Review Letter dated May 20, 2005. <br /> <br />Motion carried. Absent: Mayor Gamec. <br /> <br />Case #17: <br /> <br />Consider Authorizing Bids for Improvement Project 02-34, Ramsey <br />Municipal Parking Facility <br /> <br />Moved up in the agenda to be acted on as Case #4B. <br /> <br />Case #18: <br /> <br />Authorizing the Release of the Draft Pulte Homes Environmental Assessment <br />Worksheet (EAW) <br /> <br />Community Development Director Trudgeon stated on January 12, 2005 the City received a <br />sketch plan for the development of property located west of Armstrong Boulevard, east of Puma <br />Street, north of State Highway 10, and south of Alpine Drive. Pulte Homes is proposing a <br />development that will consist of small lot single family, attached townhomes, and twinhome <br />units. A portion of the property is zoned TC-2, which will not be developed by Pulte at this time. <br />The development is proposing close to 800 residential units and therefore is subject to an <br />Environmental Assessment Worksheet. The City engaged the services of Bolton and Menk to <br />complete the required EAW. He explained a draft EAW document has been prepared for the <br />project and is now ready for consideration. Under Chapter 4410.1500 of Minnesota Rules, the <br />City is required to release a Draft EAW to various state, county, and multi-jurisdictional agencies <br />fi~r review and comment. In addition, the draft EAW document will be available to the general <br />public £or their comments. There is a 30-day review period, with the possibility of an additional <br />15 day extension, for everyone to address the review and comment on the EAW document. The <br />City will then have to address the comments and adopt a final EAW document and make a final <br />determination on whether the project needs to conduct an Environmental Impact Statement (EIS). <br />1 le advised staff is recommending that the City Council adopt the enclosed resolution authorizing <br />the release of the Pulte Development Draft EAW for comment and review. <br /> <br />City Council/May 24, 2005 <br />Page 20 of 26 <br /> <br /> <br />
