Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #20-319 <br />RESOLUTION APPROVING THE CITY OF RAMSEY 2040 COMPREHENSIVE PLAN UPDATE <br />COMPREHENSIVE SEWER PLAN <br />WHEREAS, Minnesota Statutes section 473.864 requires each local governmental unit to review and, if <br />necessary, amend its entire comprehensive plan and its fiscal devices and official controls at least once every ten years to <br />ensure its comprehensive plan conforms to metropolitan system plans and ensure its fiscal devices and official controls do <br />not conflict with the comprehensive plan or permit activities that conflict with metropolitan system plans; and <br />WHEREAS, Minnesota Statutes sections 473.858 and 473.864 require local governmental units to complete their <br />"decennial" reviews by December 31, 2018; and <br />WHEREAS, the City of Ramsey was granted an extension to submit the Cities 2040 Comprehensive Plan update <br />to the Metropolitan Council by no later than June 30, 2019; and <br />WHEREAS, the City Council, Planning Commission, and the City Staff have prepared a proposed <br />Comprehensive Plan intended to meet the requirements of the Metropolitan Land Planning Act and Metropolitan Council <br />guidelines and procedures; and <br />WHEREAS, pursuant to Minnesota Statutes section 473.858, the proposed Comprehensive Plan was submitted to <br />adjacent governmental units and affected special districts and school districts on September 4, 2018 for a period of 6 <br />months for their review and comment; and <br />WHEREAS, the Planning Commission has considered the proposed Comprehensive Plan and all public <br />comments, and thereafter submitted its recommendations to this Council; and <br />WHEREAS, the City's Planning Commission conducted a public hearing on April 4th, 2019 relative to the <br />submission of the plan for adjacent community and affected jurisdiction review and submission of the Comprehensive Plan <br />update to the Metropolitan Council; and <br />WHEREAS, on April 4th, 2019 the Planning Commission recommended approval of the proposed <br />Comprehensive Plan Amendment for City Council consideration; and <br />WHEREAS, the City Council has reviewed the proposed Comprehensive Plan and those recommendations, public <br />comments, and comments from adjacent jurisdictions and affected districts; and <br />WHEREAS, Minnesota Statutes section 473.858 requires a local governmental unit to submit its proposed <br />comprehensive plan to the Metropolitan Council following recommendation by the planning commission and after <br />consideration but before final approval by the governing body of the local governmental unit; and <br />WHEREAS, based on its review of the proposed Comprehensive Plan and Planning Commission and staff <br />recommendations, the City Council adopted Resolution #19-085 on July 23', 2019 submitting its proposed plan to the <br />Metropolitan Council for review pursuant to Minnesota Statutes section 473.864; and <br />WHEREAS, in response to two (2) Incomplete Letters from the Metropolitan Council, the City of Ramsey revised <br />the plan and resubmitted on March 10, 2020, again on August 31, 2020 with additional supplemental submittals throughout <br />September, 2020; and <br />WHEREAS, at its regular meeting on December 9, 2020, the Metropolitan Council completed its review of the <br />proposed 2040 Comprehensive Plan and the Comprehensive Sewer Plan and found that the Plan meets the requirements of <br />the Metropolitan Land Planning Act; conforms to the metropolitan system plans for transportation (including aviation), <br />water resources, and parks; is consistent with Thrive MSP 2040, includes the Mississippi River Corridor Critical Area Plan <br />approved by the Minnesota Department of Natural Resources and is compatible with the plans of adjacent jurisdictions and <br />affected special districts and school districts; and <br />
