WHEREAS, the 2040 proposed Comprehensive Plan includes all revisions made during the review process and responds to additional advisory comments that are part of the Metropolitan Council's actions authorizing the City of Ramsey to place its proposed 2040 Comprehensive Plan into effect; and WHEREAS, the Metropolitan Council approves the City of Ramsey's Comprehensive Sewer Plan. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. That the Ramsey City Council hereby approves the 2040 Comprehensive Plan Update and Comprehensive Sewer Plan as revised, consistent with the Metropolitan Council Review Letter dated November 16, 2020. 2. That, pursuant to sections 473.864 and 473.865 of the Metropolitan Land Planning Act, the City of Ramsey will: a. Review its fiscal devices and official controls; and b. If necessary, amend its fiscal devices and official controls to ensure they do not conflict with the 2040 Comprehensive Plan or permit activity in conflict with metropolitan system plans; and c. Submit amendments to fiscal devices or official controls to the Metropolitan Council for "information purposes. 3. That the Ramsey City Council encourages the Metropolitan Council to reform the required plan content and submittal process to ease the burden on local communities while still acknowledging the need for regional planning efforts. 11 The motion for the adoption of the foregoing resolution was duly seconded by Councilmember, and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this 15th day of December, 2020.
