is approximately 19.79 acres in size and is zoned B-W Business/Warehousing. Amcor is <br />currently operating on the site and is considered a permitted use. The site plan is proposing to <br />construct a 37,546 square foot manufacturing addition and a 5,824 square foot office addition to <br />the existing 16,470 square foot manufacturing/office structure. The project area will also include <br />outside storage or finished pre-cast products. The facility exceeds the front yard, rear yard, and <br />side yard setbacks established in the BW district. The Business Warehousing district restricts lot <br />coverage to 35 percent, the site plan is proposing a total building coverage of 59,840 square feet <br />(this includes existing and proposed buildings) on 19.79 acres, which equates to approximately a <br />seven percent lot coverage. City Code states that outside storage shall be restricted to 10 percent <br />of the property and shall be surfaced to control dust. The site plan indicates that outside storage <br />of finished pre-cast products is proposed along the eastern boundary line and along the southwest <br />coruer of the property. The applicant stated to staff that the outside storage area is approximately <br />61,240 square feet in size, this equates to a seven percent lot coverage. The applicant has <br />indicated that they are proposing to surface the outside storage area with the compacted granular <br />fill. The compacted granular fill is a deviation from City Code and will require City Council <br />approval. Staff recommended that at a minimum the outside storage area consist of Class V. <br />The site will derive two access points from newly constructed 143ra Avenue. City Code requires <br />all driveways and off-street parking areas to be paved and finished with B-6/12 concrete curbing. <br />The site plan indicates that a portion of the property will be surfaced with bituminous pavement. <br />The site plan is proposing that the perimeter of paved area be absent of the required concrete <br />curbing. This is a deviation from City Code and will require City Council approval. The site <br />plan indicates the required curbing around the customer/employee parking area. <br /> <br />The City Engineer is requesting that temporary erosion control measures be taken during <br />construction. The exterior building materials for the facility are proposed to consist of pre-cast <br />concrete panels, a pre-finished metal cap and a metal wall panel portion above the pre-cast <br />concrete panels; this meets City Code requirements. Screening in the form of berming is being <br />proposed along 143rd Avenue and Ebony Street. The proposed berms do not meet City standards. <br />The berm along Ebony Street should be eight feet in height and should contain an approved <br />ground covering and irrigation system. The berm along 143rd Avenue should be at a minimum <br />of six feet in height and should also contain an approved ground covering and irrigation system. <br />High quality berming will be required in order to provide screening of heavy concentrated <br />manufacturing products from the adjacent neighbors. The proposed plantings on both berms do <br />not contain species that are recommended in the City of Ramsey. The City has drafted a <br />development agreement that is proposing to offer Amcor assistance with site improvements. <br />Amcor has the option to sign the agreement and receive $50,000 of TIF assistance. The <br />assistance will be $10,000 per year starting in 2003, and concluding in 2007, to aid in <br />establishing a high quality berm along 143rd Avenue and Ebony Street. The landscaping plan <br />should be revised to include plantings that are consistent with the recommended species in the <br />City of Ramsey. The facility will be hooking up to municipal services. The site plan is absent of <br />a lighting plan. If the facility is proposing to have additional lighting, a lighting plan will need to <br />be submitted and is subject to the City Engineer's approval. The site plan is proposing a building <br />height of 44 feet, 10 inches, which is a deviation from City Code and requires a variance, which <br />was granted.
