Councilmember Zimmerman suggested that the residents put together some suggestions for the <br />Public Works Committee to consider. <br /> <br />David Ballard, 9370 - 164"' Lane NW, Ramsey, stated that he wanted to address the Council on a <br />problem he was having with Community Development. He explained that he is trying to set-up a <br />temporary business on a property that is zoned industrial. The property owner has agreed to let <br />him use the site for a 24-month period, so he inquired at City Hall as to what the procedure is for <br />a temporary use. He was advised that he needed a temporary use permit. He explained to staff <br />that there would be no building, power, parking, or garbage on the site so what was necessary to <br />submit the temporary use permit. The Community Development Director informed him that the <br />City was not interested in having businesses set up in the area at this time. He then met with Ms. <br />Frolik and reviewed the businesses that were located along Highway #10. The application was <br />then put together, but staff would not accept the application on the 15th. After discussing the <br />issue further they went to submit the application and it again was refused because there were <br />already 11 items on the Planning Commission agenda. They were then notified of the 60 day <br />decision rule and that they would need to sign a waiver to that rule, which they agreed to do, but <br />it still does not guarantee that the issue will be considered at the earliest date even though the <br />City was already in the process of depositing his check. <br /> <br />Councilmember Hendriksen inquired if Mr. Bellar needed a conditional use permit or an interim <br />use permit. <br /> <br />Community Development Director Frolik replied that he needed an interim use permit, which <br />was what he was provided with. <br /> <br />Mr. Ballard stated that he is angry that the City would not accept his application on the 15'h. <br /> <br />Community Development Director Frolik stated that she was unaware of the reasons for the <br />application being rejected on the 15th, but Mr. Norman did talk to Mr. Bellar and explained that <br />the City could accept the application if he was willing to waive the 60-day rule, because they <br />could not place the item on the Planning Commission agenda until July. <br /> <br />Mayor Gamec requested that the City Administrator follow-up on the issue. <br /> <br />Mr. Ballard stated that the City should change the language in the application pertaining to early <br />submission. <br /> <br />Sandy Short, 14951 Waco Street NW, Ramsey, stated that when she built her home in 1994, the <br />builder had told her that a stop sign would be installed at the intersection of 149t~ Avenue and <br />Waco Street, but that never happened. The problem that exists in the area is the through traffic. <br />She inquired as to why it is taking the City so long to act on the problem. <br /> <br />City Council/May 22, 2001 <br /> Page 4 of 23 <br /> <br /> <br />
