Councilmember Zimmerman inquired in regards to the 20 percent open space.

Principal Planner Trudgeon reviewed the open space that is proposed as part of the development
noting that the City does not have an ordinance that excludes wetland from being used as open
space.

Councilmember Kurak reviewed the language that is included in the March draft of the
Comprehensive Plan which addresses the use of wetland. She stated that she did not see
anywhere on the plan where any useable land is being kept open because she does not consider
front yards as open green space. She suggested stronger language to require more open space in
the development.

Councilmember Hendriksen reviewed the current ordinance.

Councilmember Anderson inquired as to what Comprehensive Plan the City would have to
submit a minor amendment for.

Principal Planner Trudgeon replied that he would have to research that information.

Councilmember Hendriksen stated that he did not see how the Council could amend something
the Council has not even adopted. He was sure that' they would have to amend the 1995
Comprehensive Plan. He inquired if staff felt that the development was consistent with the most
recent draft of the Comprehensive Plan.

Principal Planner Trudgeon replied yes.

Councilmember Hendriksen inquired if the development exceeded the amount of townhomes
permitted.

Principal Planner Trudgeon reviewed the layout of the property.

Councilmember Anderson inquired as to how many units are in the current senior building.

Principal Planner Trudgeon replied that there are 50 units.

Councilmember Anderson stated that she had thought that the proposed senior housing was
supposed to be a mirror to the existing facility.

Principal Planner Trudgeon replied that they do plan to mirror the building, but it will have 82
units instead of 50 units.

Mayor Gamec noted that he received letters from Robert Shoberg, Sara Strumon, and Bruce
Iverson expressing their concerns with the development.

City Council/June 26, 2001
