The lower level space is not <br />as functional a space, not so good for office space - it is windowless so it is better for filing and <br />storage, etc. The Administration Department is literally a sardine can. Staff has been <br />resourceful in utilizing all the space; there is nothing you can do to improve the efficiency of that <br />space. We went through a facility audit - with regard to ADA compliance and electric and <br />mechanical equipment. Overtime there has been cracking in some of the walls. This is more a <br />maintenance issue - the building needs some tuckpointing. The electrical system is not up to <br />standards for the period the building is being used - there is no more room to add anything else <br />to the system. Lighting, etc. is of the technology of 1977. The phone system is at capacity and <br />there is no security system. On the mechanical side - the building is on a well system for its <br />water supply but is now on City sewer. The outside air intake is by the parking lot - that is not a <br />good standard - you are bringing in contaminated air. The HVAC controls are currently <br />nomadic - you would probably want the controls automatic. The boiler units are 24 years old. It <br />is anticipated in the long term to replace these. There are certain ADA problems - the restrooms, <br />lack of an elevator, no sprinkler system. Mr. Kroos summarized the space analysis form and <br />explained how they came up with the total square footage. <br /> <br />Councilmember Hendriksen stated he thought part of our plan is that we were going to bring <br />staff over here to the new Fire Station. He argued that the Council Chambers will be here at the <br />station for at least two years. <br /> <br />Mr. Kroos stated you are really building a Council Chambers for a 10-year period and beyond. <br /> <br />Councilmember Hendriksen stated we will agree that at some point we will need an expansion to <br />City Hall but we built this new Council Chambers here and put in office space here and he <br />suspected we will put people here. <br /> <br />Councilmember Anderson stated her recollection is that we decided that is not an efficient way <br />to run City Hall to have offices in a separate location. <br /> <br />Councilmember Hendriksen replied that this building got bigger and it got bigger for staff. <br /> <br />Councilmember Anderson stated this is for the firefighters - this room is not a Council <br />Chambers - it is a training room and we are using this as a temporary fix. <br /> <br />Councilmember Hendriksen stated he asked for this training room and gave up a training room at <br />City Hall. <br /> <br />Mayor Gamec stated they are using it - they cannot use this one because we are always having <br />meetings here. He stated I feel you are trying to tell us the need is there now and that it will <br />increase in time.
