Councilmember Hendriksen stated that the assumption that everyone needs a window is
ludicrous - a lot of places do not have windows. He suggested fixing the ventilation of the lower
level.

Mayor Gamec stated its bad news what people have to work in. He feels that the Building
Department really belongs in the basement - they like to spread out and be alone. This points
out where our problems really exist. We could put a Band-Aid on something but how could we
coordinate it. There will still be mechanical problems, still be leakage, what is the cost to fix all
this?

Councilmember Hendriksen asked will it exceed $3.5 million. That is the amount he has heard
for a new City Hall. Our space is not well utilized. Look at the garage - that could be a
lunchroom.

Mayor Gamec agreed we need to look at this but how much will it cost to fix stuff?.

Councilmember Hendriksen expressed concern about frugal government -taxes will increase.

Mr. Norman stated you are assuming there will be a tax increase - there are creative ways to pay
for this.

Councilmember Hendriksen stated that the money has to come from somewhere.

Mr. Norman asked if Councilmember Hendriksen believes that there is a need for more space.

Councilmember Hendriksen stated we are paying for a police station, paying for a fire station, it
is not appropriate to move forward at this time with this.

Councilmember Kurak expressed the need for a new City Hall or an improved one and
something needs to be done rather quickly. She stated we need to see how the taxes would be
affected.

Councilmember Hendriksen replied that the proposed costs he has seen for a City Hall expanse is
about the entire tax amount we have collected for years. This will somehow result in higher
taxes.

Mayor Gamec commented on how long it takes to complete a building once you decide to build
it. Are there more advantages to rebuilding, selling the old building, etc. He would like to see
some figures.

Councilmember Hendriksen stated if staff would put a plan together that opens up a new City
Hall in 2008, staff would have his support. If you are talking about seven years, etc., he would
be in favor of that. He stated he would like to see the cost of renovation. He added that he saw
an article that says we are using all the space we have, he felt that was not true because the lobby
space is not being used.

City Council Work Session/July 5, 2001
