Mr. Bakken stated the Met Council has given you a condition but the rest are recommendations. <br />Do you want to make a statement that you interested in preserving a rural lot. Do you want to <br />define a rural lot. <br /> <br />A discussion ensued relating to density. <br /> <br />Mr. Bakken stated that the City Council makes a decision about what happens in a development. <br /> <br />Councilmember Hendriksen stated we say these are the rules. <br /> <br />Mr. Bakken asked are we doing an issue where we have to define rural lots. Councilmember <br />Zimmennan is the one that talked about rural lots. What size? <br /> <br />Councilmember Zimmerman replied anything north of the MUSA. He said when he <br />campaigned, he ran into only a couple of people who wanted sewer and water. <br /> <br />Discussion ensued relating to Central planning and rural lots. Language from V-28 was talked <br />about. <br /> <br />Mr. Bakken inquired "What is the character of a rural lot in Ramsey? What does Council want <br />to preserve about it"? <br /> <br />Councilmember Kurak responded everything above the MUSA is rural; below is urban. Put <br />those lots to the highest greatest use in the MUSA first. Currently there are underutilized areas <br />in the MUSA. Above the MUSA - leave rural until the year 2020. <br /> <br />Mr. Bakken felt the need for a general definition. <br /> <br />Discussion ensued regarding the definition of rural development versus rural preserve versus <br />central planning area. <br /> <br />There was a general agreement to preserve rural areas - language to be developed for the Comp <br />Plan to encourage preserve of rural nature areas above MUSA. "Reasonable development" <br />above the MUSA would be considered. <br /> <br />Land for industrial/commercial - how much for industrial/commercial? Is there a target to shoot <br />for? What is the purpose of having industrial/commercial - for tax base - places to work - or <br />both. Do we have enough - is it the proper distribution? <br /> <br />Discussion ensued about where do you want to be as a community. Industrial along Highway <br />#107 Mixed use - cap residential - small commercial areas/town center? Mixed use with <br />industrial - is that acceptable? The range of percentage in mixed use - residential/commercial. <br />Consolidation (compromise) is a matter of where? Mr. Bakken urged Council to think about <br />what's good for the City and submit it to the Met Council to see how it fits with their <br />recommendations.
