orderly development planning, general desire to have some kind of resolution - compromise is <br />probably a necessary component of this process. He referred to a Comp Plan map drafted March <br />2001. He stated we will be talking about different areas but we came to focus on the area along <br />Highway #10. We need to put effort toward collaboration. The 10 Council issues are a <br />compilation of the 13 you gave me - density plan, preservation of ruraI lots, etc. He stated he <br />wants to make sure all issues are covered. He thought if all are pretty clear on the items on the <br />table, then we could move forward and not have to come back. He asked which issue does <br />Council want to work on or - if everyone agrees on any - we can take them off. <br /> <br />Mayor Gamec mentioned sewer hook-ups - he thought all agreed on that. <br /> <br />Councihnember Hendriksen sated that we know what came from the Metropolitan Council so he <br />is not comfortable with taking that out. <br /> <br />Councilmember Kurak stated that in our Comp Plan VIII-4 - it talks about policies for sanitary <br />systems - is there other ones? <br /> <br />Councilmember Hendriksen stated that the Met Council asks you to comply with this voluntarily. <br /> <br />Mr. Bakken asked if we have an ordinance that's enacted, would Council be comfortable with <br />talcing that off the list? <br /> <br />Councihnember Kurak inquired if we are talking about taking out of the ordinance the <br />requirement of hooking up at the time of the sale of the property? <br /> <br />Mr. Bakken asked if Council is comfortable with that language drafted onto the Comp Plan - can <br />we get a consensus of that step? <br /> <br />Councilmember Hendriksen stated that satisfies his concern. <br /> <br />Mr. Bakken stated taking language you have agreed on as a City Council: Re: no sewer hook up <br />- integrating it into the Comp Plan and that becomes your Comp Plan. You have said as long as <br />your system is workable, you do not have to hook up to City services. <br /> <br />Councihnember Hendriksen inquired what is the definition of workable? Some things are <br />normal maintenance. <br /> <br />Mr. Bakken replied if you can no longer use the system - it is not workable. <br /> <br />Councilmember Anderson added does it meet code - will it pass inspection. <br /> <br />Councilmember Hendriksen referred to the rural policy - #8 - the documents the Met Council <br />handed out when they reviewed Ramsey's plan in March 2001. He read a portion of the <br />recommendations and noted the first area on the handout is a requirement - goals or <br />recommendations and the City Council does not have to agree to these. <br /> <br />City Council Work Session/July 5, 2001 <br /> Page 6 of 8 <br /> <br /> <br />
