Councilmember Zimmerman replied that it is more than a purchase agreement, the City will be <br />giving away $9,000 a year in taxes, which should be going to the schools and the roads. Now <br />other people in the neighborhood are going to have to pay more towards the school district. <br /> <br />Councilmember Kurak stated that the Council had six options to consider to settle the lawsuit. <br /> <br />Councilmember Hendriksen replied that ACCAP presented them with six options, but the <br />purchase agreement said that if ACCAP considered the property to be damaged they could have <br />walked away and that is what they should have done. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Anderson, to authorize <br />settlement agreement with Anoka County Community Action Program, Inc., based on the recent <br />discussion during the Attorney/Client privileged meeting held on July 5, 2001, and addressed in <br />the summary, amending the agreement to say up to a 32 unit single family or townhouse project. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councilmembers Hendriksen and Zimmerman. <br /> <br />Case #5: Authorization to Submit Proposal for Quad Cities Cable Commission Studio <br /> <br />City Administrator Norman stated that the Quad Cities Cable Commission is soliciting proposals <br />from interested parties in order to purchase a buildable land parcel for a proposed facility. The <br />City Council has discussed in the past the possibility of offering the land located at 6391 Sunfish <br />Lake Court at a competitive price for Commission consideration. Additionally, the Council has <br />also discussed the possibility of waiving utihty hook-up charges and assessments. Staff has been <br />working with Robert Bohnhoff of Princeton, Minnesota, the owner of the property, to arrive at a <br />purchase price for the property. Mr. B0hnhoff has agreed to a purchase price of $85,000. Staff <br />is recommending that the City offer to subsidize the purchase price of the property in an amount <br />of $15,000 as well as waiving the utility hook-up charges and assessments. <br /> <br />Councilmember Hendriksen noted that he had expressed concern that the City agreement with <br />Mr. Sharp for the property east of Sunfish Lake Boulevard commits the City to return to Mr. <br />Sharp certain funds based on the evaluation of the structures that are built on the property. The <br />concern is that the QCTV building would be tax exempt and would not generate tax increment so <br />the City may have obligated themselves to return funds to Mr. Sharp that the City will not be <br />collecting if QCTV accepts Mr. Sharp's proposal. <br /> <br />City Attorney Goodrich stated that the property west of Sunfish Lake Boulevard has a building <br />under construction and the property is to be completed under two phases. The southerly portion <br />of the property is conveyed as phase I. At the same time the City entered into an agreement with <br />Mr. Sharp that if he builds a three million dollar project on the second phase that generates <br />increment he will get back the funds that he paid for the property.
