Councihnember Hendriksen replied that that was the intent of the agreement, but he did not <br />recall the agreement well enough to know if they anticipated a tax free entity building being built <br />on the site. <br /> <br />City Attorney Goodrich noted that he would verify the information. <br /> <br />Councilmember Hendriksen stated that the-second issue has to do with the property on the east <br />side of Sunfish Lake Boulevard and whether or not the City wants to subsidize the property for <br />QCTV and bring those jobs to Ramsey. <br /> <br />Councilmember Anderson noted that the proposal should clarify which fees will be waived. <br /> <br />Councilmember Kurak stated that she is against the City subsidizing QCTV when the City is in <br />need of receiving taxes from the industrial area. One of the reasons the land has sat vacant for <br />so long is because of all the TIF the City has made available to businesses. She just recently <br />found out that one of the parcels of land that has been sitting for so long has sold. <br /> <br />Councilmember Hendriksen stated that he does know that Champlin is offering a larger piece of <br />land at a cost of $65,000. He suspects that if the City of Ramsey offers the land for $65,000 and <br />Champlin offers a larger piece of property for the same cost they will go with Champlin. He <br />suggested that they subsidize $20,000 towards the purchase of the property, considering the City <br />is subsidizing ACCAP at a cost of $180,000. Also as part of the proposal they should make the <br />offer available to Mr. Sharp and or QCTV at the same price, therefore, maximizing the <br />capabilities of getting QCTV in the City. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to offer to <br />QCTV to subsidize the purchase of the property in an amount of $20,000 as well as waiving <br />utility hook-up charges and assessments with the offer being made available to QCTV or builder <br />of their choice. <br /> <br />Further discussion: Mayor Gamec stated that he would agree with the $15,000 not the $20,000. <br />Councilmember Hendriksen inquired if the Mayor was willing to lose QCTV from coming into <br />the City for $5,000. Mayor Gamec replied yes. Councilmember Kurak stated that she did not <br />think they could compare ACCAP to QCTV. ACCAP is supplying homes to people who need <br />homes and QCTV will maybe bring a couple of jobs to the City. <br /> <br />Motion failed. Voting Yes: Councilmembers Hendriksen, and Zimmerman. Voting No: Mayor <br />Gamec, Councilmembers Anderson, and Kurak. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to offer QCTV a subsidy in <br />the purchase of the property in an amount of $15,000 as well as waiving utility hook-up charges <br />and assessments with the offer being made available to QCTV or builder of their choice. <br /> <br />City Council/July 10, 2001 <br />Page 10 of 14 <br /> <br /> <br />
