Further discussion: The Council discussed at length the implications of the project and TIF. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, and Zimmerman. <br />Voting No: Councilmembers Anderson, and Kurak. <br /> <br />Case #6: <br /> <br />Approve Contract for Environmental Assessment with ProSource <br />Technologies <br /> <br />City Administrator Norman stated that staff has been in the process of negotiating a contract for <br />professional services with the Coon Rapids firm ProSource Technologies. This firm would be <br />providing review of the potential environmental impacts from The Ponds subdivision in order to <br />assist the Council in deciding whether an Environmental Assessment Worksheet should be <br />required for the development. <br /> <br />Councilmember Kurak inquired as to how long the review would take and what the estimated <br />cost would be. <br /> <br />City Administrator Norman replied that he was not sure on the timeframe, but noted that the cost <br />could be charged to the developer. <br /> <br />Councilmember Hendriksen inquired if the cost could be charged to the developer even when a <br />development is not on the table. <br /> <br />City Administrator Norman replied that staff has had discussions with the developer and he will <br />be bringing back a proposal for Council consideration. Staff has made him aware that they will <br />be charged for the Environmental Assessment. <br /> <br />Councilmember Hendriksen stated that he received a phone call from a resident concerned that <br />the City would not do its impartial best; that the contractor hired by the City would be more in <br />tune with what the City wants and since the only person that spoke in favor of The Ponds project <br />at the public hearing was the City Administrator, that situation is exuberated. <br /> <br />City Administrator Norman replied that he also had spoke to that same resident and offered to let <br />the residents work directly with the consultant. <br /> <br />Councilmember Hendriksen inquired if that was acceptable to the resident. <br /> <br />City Administrator Norman replied yes. <br /> <br />Councilmember Anderson inquired that since the development was pulled does it negate the <br />EAW. <br /> <br />City Council/July 10, 2001 <br />Page 11 of 14 <br /> <br /> <br />
