Councihnember Hendriksen inquired if the City would end up losing if that proposal were <br />accepted. He questioned the impact on the TIF District. He stated that he is concerned about the <br />way the language has been drafted in the develoPment agreement for the property on the west <br />side of Sunfish Lake Boulevard, From what he understands, the development agreement states <br />that the City will refund monies to Mr. Sharp based on the dollar values of what is built. <br /> <br />City Administrator Norman replied that that wording had to do with the first phase of the project, <br />but the QCTV property would be tax exempt. <br /> <br />Councilmember Hendriksen stated that his concern is that the building would not be creating tax <br />increment and yet the City would still be obligated to pay back the funds. <br /> <br />City Administrator Norman replied that he did not think that was the case, but would research <br />that information further. <br /> <br />Councilmember Hendriksen stated that he is afraid that the City did not protect itself from a tax <br />exempt building being built. <br /> <br />City Administrator Norman replied that if that is the case they can correct that. <br /> <br />Councilmember Anderson stated that she had heard a rumor that Anoka will be making an offer <br />on some land near the library. She stated that as much as she would like QCTV to be located in <br />Ramsey, if the building could be located at the junction of Anoka, Ramsey, and Andover it <br />would be a positive thing. <br /> <br />Councilmember Hendriksen replied that Anoka has discussed that possibility, but more recently <br />the discussions have revolved around locating the Police Station in that location and leasing the <br />old Police Station back to QCTV. He expressed concern that Champlin is offering some very <br />attractive things to get QCTV located in their City and he would hate to see it located in an area <br />that is the least convenient to the majority of the cities. <br /> <br />Mayor Gamec stated that he would hope that QCTV would consider the traffic concerns with <br />crossing the river when considering the proposals. <br /> <br />Councilmember Hendriksen inquired if the Council would consider subsidizing the project even <br />further than what has been proposed. <br /> <br />City Administrator Norman replied that one of the difficulties about the proposal process is that <br />they are all public entities and the information is public. <br /> <br />Mayor Gamec stated that he thought the offer that has been discussed should be presented to <br />QCTV. <br /> <br />City Council/July 10, 2001 <br /> Page 2 of 6 <br /> <br /> <br />
