Councihnember Hendriksen inquired if there were any other lots in the City they could consider.

City Administrator Nom~an reviewed some other potential possibilities.

Consensus of the Council was to discuss the issue further at the Council meeting.

2) 3-Ring Binders for Council Agenda Packets/Thursday Agendas

Assistant City Administrator Moore-Sykes inquired as to how the 3-ring binders were working.

Councilmember Hendriksen requested that they be given a large binder every three months to
archive the Council agendas.

Councilmember Zimmerman inquired if staff could bind the old Council agendas for them.

Assistant City Administrator Moore-Sykes replied yes.

City Administrator Norman stated that the Council had previously discussed receiving agendas
on Thursday and he had requested that the Council wait to make a decision until staff could
discuss the implications.

Assistant City Administrator Moore-Sykes stated that if they were to deliver agendas on
Thursdays staff would have to move up the deadline to receive Council information and staff
already has difficulty getting the information gathered for agendas to be delivered on Friday.
Staff felt that if the agendas were delivered on Thursdays then the Council would be receiving a
lot of handouts at the meetings.

Councilmember Hendriksen replied that no matter when they set the deadline there will always
be things that come after. He stated that some agendas have a great deal of information with
them and when they don't receive them until Friday evening they can't get hold of staff until
Monday to discuss the issues, which he felt was unreasonable.

Councilmember Zimmerman stated that there needs to be a better balance between the first
meeting of the month and the second meeting.

Assistant City Administrator Moore-Sykes replied that the second meeting is heavier because the
Commission meetings have taken place and are placed on the Council agenda for approval.

Councilmember Kurak stated that she has not had any problems with the agendas being delivered
on Friday.

Councilmember Anderson stated that she felt that receiving last minute information at the
meetings was more of a problem than receiving agendas on Fridays

City Council/July 1 O, 2001
