Councilmember Hendriksen stated that he felt that staff could move up the deadline and enforce <br />that deadline more stringently so that stuff is not submitted at the meetings and then if cases are <br />put off as a result then maybe it would help the imbalance of the meetings. <br /> <br />City Administrator Norman stated that staff puts together a preliminary agenda on Mondays and <br />suggested having staff mail the proposed agendas to the Council at that time so they know what <br />will be discussed during the meeting <br /> <br />Councilmember Anderson recommended e-mailing the agendas. <br /> <br />Councilmember Hendriksen stated that he did not see any reason why they could not move the <br />schedule up one day. <br /> <br />City Administrator Norman replied that staff has argued that a better agenda would come out on <br />Friday. <br /> <br />Consensus of the Council was for staff to e-mail a preliminary agenda to the Council prior to the <br />agendas being delivered and to keep the delivery of the agendas on Fridays. <br /> <br />3) Supplemental Insurance Request (Labor/Management Committee) <br /> <br />Human Resources Manager Heryla stated that the Labor Management Committee has been <br />working on the requests for the last year and half of those requests have to do with supplemental <br />benefits. The discussion that has come up is how good is the coverage that is being offered and <br />is there better coverage that could be offered to the employees. At this time they are not talking <br />about any changes to the current benefits, but would like to look at bringing in different carders <br />and plans. The current Dental network includes 30 dentists and 2 oral surgeons with one oral <br />surgeon being located in Lakeville and the other one in Eagan. There have also been requests for <br />orthodontic coverage. The long term disability plan is only available to LELS Patrol Officers <br />and there is some question to the definition of disability. The current short term disability carrier <br />is set up to provide individual insurance and the carder refuses to give information about the <br />policy to the Human Resources Manager and only wants to work one on one with the employee. <br />Staff requested authorization to work with TC Fields to put together a benefit analysis at a cost of <br />approximately $1,800. She noted that TC Field worked with the City of Ramsey on reviewing <br />the health insurance benefits. <br /> <br />Councilmember Anderson stated that she would like to see orthodontic coverage that covers <br />children and adults. <br /> <br />Consensus of the Council was to bring the issue to the Personnel Committee for approval. <br /> <br />City Council/July 10, 2001 <br /> Page 4 of 6 <br /> <br /> <br />
