Community Development Director Frolik replied $10,000 with $2,000 for administrative costs. <br /> <br />Mayor Gamec inquired if Mr. Ballard meets all conditions of the permit in two years, when the <br />permit expires, could the Council deny the reissuance of the permit. <br /> <br />City Attorney Goodrich explained that if Mr. Ballard wanted to continue the use, he would have <br />to go through the entire process again. <br /> <br />Councilmember Hendriksen inquired as to the reason for the fence. <br /> <br />Community Development Director Frolik stated that staff checked with Gerald Bauer, the <br />property owner, and he indicated that there has been a lot of instances with vandalism to his <br />equipment and since this site will have a conveyor staff felt there should be some security. <br /> <br />Councilmember Anderson stated that it was her understanding that Mr. Bauer did not want the <br />fence. <br /> <br />Community Development Intern Kielblock replied that he had personally talked to Mr. Bauer <br />and he stated that whatever the City wanted he would comply with, if it was under the direction <br />of the City Council. Mr. Bauer did not see a reason why the fence should be needed, but then <br />went on to explain about the vandalism that has been done to his property, which was the reason <br />he moved his equipment. <br /> <br />Mr. Ballard stated in regards to the surety bond, that he is only leasing the property and Mr. <br />Bauer is already requesting a $3,000 surety bond. He stated that concrete is not a contaminant <br />and for those reasons he requested that items #10 and #16 be combined and that the surety bond <br />be $3,000. <br /> <br />Councilmember Anderson stated it would seem as if Mr. Ballard has some agreements with Mr. <br />Bauer and some with the City which are not the same. <br /> <br />Mr. Ballard stated that Mr. Bauer had indicated that if the City requires a surety bond than he <br />would not require his surety bond. <br /> <br />Community Development Intern Kielblock stated that he had talked to Mr. Bauer to specifically <br />address those issues. He stated that they had not come to any agreement regarding a surety bond, <br />and when questioned about Mr. Ballard being included under his surety bond Mr. Bauer stated <br />that he did not want that to happen. In addition to what the City would require for a surety bond, <br />Mr. Bauer would probably require an additional $2,000 or $3,000 to assure that the equipment <br />was removed. <br /> <br />Mr. Ballard stated that for the City to require a $10,000 surety bond on every business that comes <br />into the City is not appropriate.
