Not coordinated with Long Term Disability.

Because of their familiarity with the City of Ramsey, in addition to their history of providing
quality service, staff felt T.C. Field & Company could assist in the process of evaluating
employee benefits. The benefit review analysis would consist of such things as a comparison of
current and alternative benefit plans and carders, key policy points and options to consider, and
suggestions of how to better manage rates. A representative from T.C. Field & Company
estimated the cost of this review at $1,800. After a benefit review analysis is performed, changes
in carriers or benefit plans on both could be implemented. T.C. Field is also available to assist
with these changes and to act as a third party administrator for an additional cost.

Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to authorize a
benefit review analysis with T.C. Field & Company for an amount not to exceed $2,000 with the
money for the analysis coming out of the administrative budget for Miscellaneous Professional
Services.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak,
and Zimmerman. Voting No: None.

MAYOR AND COUNCIL INPUT

1) QCTV Proposal

City Administrator Norman stated that the City's proposal went before QCTV last week and now
QCTV inquired if the City would be willing to waive park dedication fees and the building
permit fee. The building permit fee would be one percent of the cost, approximately $6,000.

City Attorney Goodrich noted that the property is already platted so the City would not collect a
park dedication fee.

Councilmember Hendriksen stated that the City should collect the building permit fee, but could
tell QCTV that they would waive the park dedication fee.

Consensus of the Council was to offer to QCTV that the City would waive the park dedication
fee.

2) Chapter 9 Subcommittee

Community Development Director Frolik noted that staff has been working on changes to
Chapter 9 and they are at a point where some of the sections are ready for review. She requested
that a meeting be scheduled for August 23, 2001, and inquired if more than two Councilmembers
attend the meeting does it have to be advertised as a special Council meeting and should the
meeting be televised.

City Council/July 24, 2001
