Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to adopt <br />Resolution #01-07-256 ending probationary period for Crime Prevention Specialist Chandra <br />Kreyer and grant her the status of regular full-time employee effective July 24, 2001. <br /> <br />Further discussion: Director of Public Works/Fire Chief Kapler stated that he has worked with <br />Chandra and it has been a pleasure and. feels that she is a great resource to the City. Mayor <br />Gamec noted that Ms. Kreyer was very well spoken of at the Duluth convention for the work she <br />has done. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />2) Authorize Employee Benefit Review Analysis <br /> <br />City Administrator Norman stated that at the request of the Labor Management Committee, staff <br />presented employee benefits information to members of the City Council at a work session on <br />July 10, 2001. Staff was seeking Council input regarding a request to have a benefit review <br />analysis conducted by T.C. Field & Company, the City's current agent of record. About one year <br />ago, the Labor Management Committee started to revisit current employee benefits and inquired <br />about different insurance carriers and benefit plans that may better serve the professional and <br />personal needs of the City's employees.. The City currently contributes towards health insurance, <br />but supplemental benefits are employer sponsored/employee paid. As part of the Committee <br />discussions, several concerns were raised aboUt the rising costs of health insurance in addition to <br />the following items: <br /> <br />· Dental Insurance <br /> - Limited network of approximately 30 dentists and two oral surgeons. <br /> Monthly premiums are paid in addition to a payment schedule for routine exams, x-rays, <br /> or other dental care. <br /> - Interest expressed in coverage of orthodontics. <br />· Long Term Disability <br /> Covers only patrol officers who are part of a bargaining unit and does not allow coverage <br /> for sergeants, police chief, or other City employees. <br /> Lacks strong disability manager to help employees get back to work. <br /> Definition of disability determined by ability to perform own occupation in first twelve <br /> months and any occupation in second twelve months. <br /> Benefit duration is limited to two Y6ars versus social security or normal retirement age. <br />· Short Term Disability <br /> Current carrier is trying to deliver individual insurance through an employer setting. <br /> Carrier refuses to provide HR Manager with information about policies and meets with <br /> employees separately. <br /> Concern over processing claims or questions when there is a problem. <br /> Lack strong disability manager to help employees get back to work. <br /> <br />City Council/July 24, 2001 <br />Page 22 of 24 <br /> <br /> <br />
