Police Chief Gustafson replied that the applicant is representing that Korey Bannerman, Jeremy <br />Sidney Havrilla, and Rodney A Lee would be the sole owners of the building and the business. <br /> <br />Councilmember Anderson stated that she reviewed the application and the tax information was <br />not included as well as the financial disclosure statement. <br /> <br />Police Chief Gustafson replied that that is the reason staff is recommending that the license be <br />granted, but not issued until the appropriate information is received. <br /> <br />Rodney A. Lee, JR Partners II, Inc., stated that he had left a message at City Hall inquiring if <br />there was anything the City needed prior to the meeting, but he did not hear back. The only thing <br />that is not present is the financial information and when they met with the Police Chief and City <br />Administrator he informed them that he would be bringing all that information in next week. He <br />noted that First National Bank of Elk River will be financing the business. <br /> <br />City Attorney Goodrich noted that City staff can easily get the tax information. <br /> <br />Mr. Lee noted that there will be three partners. <br /> <br />Motion by Councilmember Kurak, seconded. by Mayor Gamec, to grant an on-sale and Sunday <br />intoxicating liquor license application for Ramsey JR Partners II, Inc., d/b/a JR's Saloon with the <br />issuance being held until all of the information is received and reviewed by the City Attorney and <br />City Attorney, contingent upon proper completion of the license application as determined by the <br />Police Chief and City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Zimmerman. Voting <br />No: Councilmember Anderson and Hendriksen. <br /> <br />Case #2: Settlement Agreement Resolution with ACCAP <br /> <br />City Administrator Norman stated that the City Council approved a settlement agreement with <br />Anoka County Community Action Program (ACCAP) in concept during their regular meeting of <br />July 10, 2001. With the completion of the agreement in concept, the Attorney's have completed <br />a formal settlement agreement and mutual release, which was presented to the Council. As part <br />of the settlement agreement, the City will agree to create a Housing Tax Increment Financing <br />(TIF) District for purposes of a multi-family housing project. The City Council was also <br />requested to call for a public hearing for the purposes of establishing a TIF District as authorized <br />in the settlement agreement. <br /> <br />City Attorney Goodrich reviewed the settlement agreement and mutual release. <br /> <br />Councilmember Anderson expressed concern in regards to the transfer of the property if ACCAP <br />so chooses and what would happen with the TIF District.
