Larry Bakken, Consultant, stated that at the end of their last meeting he was given the impression
that he and staff were to identify more acreage for industrial and now what he is hearing is that
the land that has been presented is not enough.

Councilmember Hendriksen stated that staff is saying they can create more industrial area in
others area of the City when that will already be occurring. He felt that the consultant was
asking them to compromise on some of their principals.

Mr. Bakken replied that what staff presented was not a proposal, but was a way to add acreage to
the industrial development.

Councilmember Hendriksen stated that he did not see anything coming their direction to address
the concerns they have.

Mr. Bakken replied that the options presented were not defined to address anyone's particular
concerns.

Mayor Gamec stated that he does not look at industrial and commercial as being two different
things, but looks at tax base.

Councilmember Hendriksen replied that he agreed with Mayor Gamec, but the City has 19,000
people currently living in the City and how many more houses do they want in the commercial
area so the businesses around have enough people.

Mayor Gamec stated that a certain type of housing could be around town center area.

Councilmember Hendriksen replied that the City receives no tax base off of residential property.

City Administrator Norman stated that he did not agree with that comment.

Mr. Bakken reviewed the areas that were proposed additions for industrial development to the
Comprehensive Plan.

Councilmember Hendriksen stated that he did not think the properties identified were additions
because they would already have been developed commercial/industrial.

Mr. Bakken replied that the property has to be identified as commercial/industrial in order to be
built that way and the properties identified are currently not zoned commercial/industrial.

Councilmember Hendriksen stated that in his opinion everything between Ramsey Boulevard
and Armstrong Boulevard should be limited to commercial and industrial development, up as far
as the dual properties that are residential commercial and come up with something that would
buffer those neighborhoods. The property west of Armstrong Boulevard should be designated as
mixed use to include the rail station and then layer that area with high, and medium density
residential.

City Council/July 26, 2001
