Principal Planner Trudgeon replied that it would be possible to identify a residential percentage <br />in the Comprehensive Plan. <br /> <br />Councilmember Kurak stated that the section north of C.R. #116 between Ramsey Boulevard and <br />Armstrong Boulevard could be included in the mixed-use property. <br /> <br />Councilmember Hendriksen replied the problem with that is that the City does not have anything <br />in the way of density transitioning to protect the existing residences from higher density <br />development. <br /> <br />Principal Planner Trudgeon noted that the City could have an overlay district for the mixed-use <br />site, which would have separate zoning districts and zoning requirements for only that portion of <br />the City. <br /> <br />Mr. Bakken noted that he would get a sample from the City of Bumsville. <br /> <br />Councilmember Anderson stated that she would like to include public uses, post offices, city hall <br />etc. as a permitted use in the mixed-use area. <br /> <br />Councilmember Hendriksen replied that he felt that would move them a step back, because he <br />did not think that transit or City Hall should be located in that area. He also noted that if an <br />overlay district is created it would have to be included in the Comprehensive Plan for him to vote <br />on it. <br /> <br />Principal Planner Trudgeon replied that it would be possible to include the overlay district in the <br />Comprehensive Plan, but the City would also have to have an ordinance in place. <br /> <br />Mayor Gamec recessed the Council work session at 7:35 p.m. <br /> <br />Mayor Gamec called the Council work session back to order at 7:42 p.m. <br /> <br />Mr. Bakken inquired if there was a consensus amongst the Council that the mixed use should be <br />75 percent commercial/industrial and 25 percent residential including the area north of C.R. #116 <br />between Ramsey Boulevard and Armstrong Boulevard. <br /> <br />Councilmember Hendriksen stated that from a concept standpoint he would agree as long as it <br />includes which comes first residential or other uses. <br /> <br />Mr. Bakken discussed the issue of density transitioning and questioned what each <br />Councilmember opinion was on density transitioning. <br /> <br />Councilmember Anderson stated that they are talking transitioning from commercial/industrial as <br />well as single family from large lot to small lot. There are differing opinions as to what should <br />be considered a buffer. <br /> <br />Mr. Bakken inquired as to what the Council felt was an appropriate transition. <br /> <br />City Council/July 26, 2001 <br /> Page 5 of 6 <br /> <br /> <br />
