Mayor Gamec stated that once the development is presented for approval the Council has to
make that decision. Every development is different and that is what the Council is for.

Councilmember Hendriksen replied that what the Mayor just stated was not legally possible,
because if the laws say he can build a 10,800 square foot lot the City can't say no.

Councilmember Kurak stated that she felt density transifioning has to handled on a case by case
basis because of the way the City has been developed. To her, good transition would be if there
is an empty piece of property and a developed neighborhood on IA acre lots there should be no
townhomes or apartment buildings in the backyard. She would require single family units
around the edge or that much land between the them as density transitioning. She thinks it is
unreasonable that different types of housing cannot go next to each other. She could not agree
with requiring one acre lots in City sewer and water.

Consensus of the Council was to review the three draft density transition ordinances that have
been drafted as a starting point.

ADJOURNMENT

Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to adjoum the work
session.

The work session of the City Council adjourned at 8:35 p.m.

Respectfully submitted,

Nanci Libor
Recording Secretary
TimeSaver Off Site Secretarial

City Council/July 26, 2001
