Mr. Hutchison stated concern regarding the location of Cobalt Street as it <br />crosses their northern property line in respect to grade match and slopes at the common property <br />line. The City Engineer reviewed the grades and found the proposed alignment of Cobalt Street <br />to be compatible with the proposed Lord of Life Church senior apartment development <br />driveways. Included in the case is a site plan showing where Cobalt Street is proposed to be <br />aligned along the Lord of Life Church northern property line and where Bob Hutchison would <br />like the road to be located. The Planning Commission reviewed the preliminary plat on <br />December 4, 2001, and recommended that the City Council approve the preliminary plat <br />contingent upon compliance with City Staff review letter dated November 30, 2001, the <br />developer address MnDOT's request for identifying State Highway #47 right-of-way on the plat <br />and resolving any issues with the Lord of Life church regarding the extension of Cobalt Street to <br />their property. <br /> <br />Councilmember Anderson inquired if a resolution had been made regarding the connection to the <br />Lord of Life property. <br /> <br />Community Development Assistant Wald replied that staff has had a couple of conversations <br />with Lord of Life regarding the issue and they have stated that they are okay with the proposed <br />location, but brought forward other options as a point of discussion. <br /> <br />City Engineer Jankowski noted that the street grades, as proposed, do meet well between the two <br />properties. <br /> <br />Councilmember Zimmerman inquired if the City will have access to the private street that will be <br />on the Lord of Life property. <br /> <br />Community Development Director Frolik replied that the City will be granted a public access <br />easement. <br /> <br />Councilmember Kurak expressed concern with the proposed "wishbone" street because of the <br />possible accessibility restrictions for safety equipment, and the limited visibility by patrol <br />officers. Her suggestion would be to eliminate that road and readjust the location of those <br />townhomes, so that the street was straightened. <br /> <br />Director of Public Works/Fire Chief Kapler replied that if the parking scheme is followed as <br />presented there should not be a problem with getting emergency equipment into the site. He <br />stated that he has more of a concern with the sharp angle turn on the opposite side of the road. <br /> <br />Corey Lepper, Orrin Thompson Homes, explained that the first design for the site started with <br />what Ms. Kurak proposed with straightening out the first street, but a problem was created <br />because then all of the driveways were awkward. <br /> <br />Councilmember Kurak inquired if it would be possible to straighten out Cobalt Street. <br /> <br />Mr. Lepper replied that Cobalt Street was designed that waYbecause they wanted to buffer the <br />units fi.om T.H. #47 and the existing neighborhood and still leave room for a park. <br /> <br />City Council/December 18, 2001 <br /> Page 11 of 27 <br /> <br /> <br />
