Mayor Gamec stated that they would be better off with what was proposed rather than having <br />numerous angled driveways. <br /> <br />Councilmember Zimmerman stated that if the Fire Chief can give input to make sure that safety <br />equipment can access the units then most of his major concerns would be resolved. <br /> <br />Councilmember Hendriksen stated that in a previous case they saw that all of the instances where <br />they approved a deviation from City Code it was used to set precedent for passing something that <br />was not allowed. Currently private drives are not permitted in the City, and if they allow them in <br />this case they will be setting precedent. He questioned as to why the roads cannot be constructed <br />to comply with City Code. <br /> <br />Mr. Lepper noted that they could minimize the concerns of the Fire Chief regarding the sharp <br />angle by widening the mouth of the intersection. <br /> <br />Councilmember Hendriksen inquired if the street pavement is 24 feet wide. <br /> <br />Community Development Assistant Wald replied that the width is 24 feet curb to curb. <br /> <br />Councilmember Hendriksen inquired as to what the City's street requirement is. <br /> <br />City Engineer Jankowski replied 30 feet. <br /> <br />Councilmember Hendriksen questioned why all streets should not be required to be 30 feet wide. <br /> <br />Mr. Lepper replied that if the City is willing to maintain the streets then they will construct them <br />to 30 feet. <br /> <br />Councilmember Hendriksen stated that the trade-off would be that they would not have a 60-foot <br />right of way. <br /> <br />Councilmember Kurak stated that she understands that if they are going to allow townhome <br />developments they will need to have some private drives. The lengths of the proposed private <br />drives are well below what is allowed for a cul-de-sac. She did not see anything wrong with the <br />overall plan. <br /> <br />Mr. Lepper noted that they would like to construct a median in the center of Cobalt Street that <br />would be maintained by the association. <br /> <br />Public Works Supervisor Reimer explained that the median is a concern during snow plowing, <br />but the ongoing maintenance of the median is a larger concern. The questions that would need to <br />be asked is if the median would be irrigated, what type of plants would be planted and would <br />they be salt tolerant. <br /> <br />Councilmember Kurak inquired if it would be possible to place the plantings on the side of the <br />street, rather than in the middle. <br /> <br />City CouncilJDecember 18, 2001 <br /> Page 12 of 27 <br /> <br /> <br />
