Case #6: <br /> <br />Request for Final Plat Approval of Highlands at River Park; Case of Centex <br />Homes <br /> <br />Community Development Director Frolik stated that last September, Centex Homes received <br />preliminary plat approval for the subdivision of property generally located north of Alpine Drive <br />NW (153rd Avenue NW) and east of T.H. #47. The property is approximately 74 acres in size <br />and the approved preliminary plat consists of 157 single-family lots. Centex has submitted a <br />request for final plat approval of the first phase, which consists of 13 lots. They are proposing to <br />name the subdivision Highlands at River Park. This first phase of the Centex development <br />consists of 13 lots in the southwest comer of the property. This first phase generally complies <br />with the preliminary phasing plan on file at the City. However, the City has noted in the staff <br />review letter that a revised phasing plan based on the preliminary plat as the street alignments <br />were finally approved should be provided to the City. A phasing plan has been resubmitted, but <br />as mentioned in the review letter, does not include soil import/export as requested. In <br />accordance with the approved preliminary plat, a number of outlots are being platted on the north <br />boundary of the plat to facilitate future sale of these outlots to adjacent property owners in <br />Reilley Estates and Reilley Estates 3rd Addition. All of the lot dimensions and .areas conform <br />substantially to the approved preliminary plat. The lots will be served by the construction of <br />Yakima Street north off of Alpine Drive NW. All of the drainage and utility easements are being <br />provided in accordance with City Code and the approved grading plan as it affects this area of the <br />plat. The final Grading Plan needs to be modified to state that elevation certificates prepared by <br />a registered land surveyor are required at the footing inspection, that a certificate of grading will <br />be required prior to issuance of certificate of occupancy for lots that have grades less than 2%, <br />and that there will be the addition of one tree to each lot. As a result of several meetings with the <br />Park Commission, a very in-depth park dedication agreement has been drafted that addresses the <br />entire 74 acres as reflected in the approved preliminary plat. A portion of the Park dedication <br />will consist of land dedications to expand Woodland Green and Bear Parks and provide trail <br />connections to the unnamed park to the north and Bear Park. The remaining park dedication due <br />will consist of park improvements to Woodland Green and Bear Parks equal to a cash value of <br />$124,500.00. The parking improvements include grading and turfing the expansion to Woodland <br />Green Park, installing a play structure and parking lot in Woodland Green Park, providing 6 inch <br />water service to Woodland Green and Bear Parks, and sewer service to Woodland Green Park. <br />Remaining park dedication funds will be considered for additional miscellaneous imprOvements <br />at Woodland Green and Bear Parks. The development agreement for this first phase also <br />addresses the trail plan for the entire 74 acres. Sidewalks will be constructed on one side of all <br />non cul-de-sac streets. Trail connections are proposed to and through Bear Park to the east all <br />the way to Roanoke Street, through the unnamed park lot to the north to 156th Lane, and along <br />the north side of Alpine Drive from Hwy. #47 to Roanoke Street. The exact alignment of the <br />trail from the east terminus of 155th Lane, through Bear Park to Roanoke Street is undetermined <br />at this time and will be addressed during the final plat of the applicable phase. There is a sewer <br />and water development fee of $278,361 (157 units x $1773/unit) due on the ultimate plat as <br />reflected in the approved preliminary plat. The Developer has proposed that the offsite sewer <br />and water improvements required to provide sewer and water to the site be constructed in lieu of <br />cash payment. These improvements are estimated at $250,578. The remaining $27,782 <br />($278,361 - $250,578) shall be paid in cash. It should be the Developer's option to pay the <br />$27,782 and lock in the 2001 trunk fee rate or pay this additional money when his credited trunk <br /> <br />City Council/December 18, 2001 <br /> Page 16 of 27 <br /> <br /> <br />
