The property itself is located on Highway 10 at the Anoka-Ramsey border and
formally was an ICO gas station. The College has negotiated a five-year lease with an option to
purchase with the property owner; Inter City Oil Company, Inc. The applicant is requesting to
use the ICO property as a parking lot until the end of May, 2002. The College has indicated that
they plan on working on a more permanent solution for using the property over the winter
months. Anoka-Hennepin Technical College is running short of available parking spaces due to
their recent expansions. The applicant would like to use the property as a parking lot over the
winter months. The College is proposing to keep the buildings up on the property for the time
being and use the site in its current state until the end of May. Given the limited duration that the
College is asking to use the property as a parking lot, staff has no objection at this time. It is
important to point out though, that if the property is to be permanently used as a parking lot, the
College will need to apply for a conditional use permit and comply with all City ordinances,
which include installing a bituminous surface and concrete curbs. At their December 4, 2001
meeting, the Planning Commission recommended that the applicant's request for an Interim Use
Permit to use the property located 6021 Hwy. 10 as a parking lot until May 31, 2002 be
approved.

City Council/December 18, 2001
