Councilmember Anderson inquired if there was any concern with the underground gasoline tanks
on the prope~y.

Director of Public Works/Fire Chief Kapler replied that the underground tanks have been
removed.

Councilmember Kurak inquired if there is a connection between the Anoka Hennepin College
and the proposed parking area, and what the impact would be for additional traffic onto Highway
#10.

Gary Levine, Vice President Anoka Hermepin Technical College, replied that there is connection
between the two properties without having to go onto Highway #10.

Councilmember Zimmerman inquired if the ICO gas station is in the storm drainage district.

City Engineer Olson replied yes..

Mayor Gamec noted that $12.5 million was allocated to Anoka Hennepin Technical COllege to
improve the site.

Councilmember Hendriksen suggested adding a finding of fact that would ensure that the traffic
from the overflow parking lot would not go from the ICO lot onto Highway #10.

Mr. Levine repli~ed that he would have to assume that there would be some traffic accessing the
existing driveway from Highway #10 into the ICO lot, but there is a connection through the
wooded area to connect the two lots.

Councilmember Kurak inquired if was possible for people to come out of the ICO parking lot
and go left onto Highway #10.

Mr. Levine replied no. He explained that by expanding the parking area there would be no
increase in the volume of traffic onto Highway #10.

Councilmember Anderson inquired if there was anyway to make sure that vehicles use the
existing College accesses.

Mr. Levine replied that he would be willing to discuss that possibility with the Ramsey Law
Enforcement.

Councilmember Hendriksen felt that the ideal situation would be to limit the access to right in
only.

Mr. Levine stated that he is willing to work with the City to make sure that they handle the
situation correctly and make it safe.

City CouncWDecember 18, 2001
Page $ of 27
