Councilmember Hendriksen questioned if they should limit traffic from the additional parking <br />area to the current accesses. <br /> <br />Mr. Levine replied that he was very willing to work with traffic personnel to make the correct <br />decision. <br /> <br />Councilmember Hendriksen requested that Finding of Fact #18 be added to state "That the <br />applicant is willing to comply with traffic control limitations that are appropriate for the site." <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to adopt Resolution <br />#01-12-439 Findings of Fact # 0593, adding Finding #18, relating to a request from Anoka- <br />Hennepin Technical College for an interim use permit to allow for an unimproved parking lot as <br />the principal use of a property until May 31, 2002. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Kurak, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Mayor Anderson, seconded by Councilmember Hendriksen, to adopt Resolution g01- <br />12-440 declaring terms of the Interim Use Permit to allow for an unimproved parking lot as. the <br />principal use of a property adding condition #9 "Permit is issued contingent on the permittee <br />complying with reasonable traffic control conditions as recommended by MnDOT, based on the <br />findings of facts until May 31, 2002. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #2: <br /> <br />Request for a Conditional Use Permit to Exceed Wall Sign Square Footage <br />Restrictions; Case of Crosstown Sign <br /> <br />Community Development Assistant Wald stated that the City received an application fi'om <br />Crosstown Sign for a conditional use permit to exceed wall sign square footage restrictions for <br />the Ramsey business, Valvoline Express Care, located at 6745 State Highway gl0. In the <br />commercial district, City Code restricts wall signs to a size of 15% of the building fi'ont. <br />Valvoline Express Care's building front is 435 square feet in-size and, therefore, allowed 65 <br />square feet of wall signage. Valvoline Express Care would like to install an awning on the <br />subject building that would extend across the fi'ont of the building and wrap around to a portion <br />of the east and west sides of the building. The entirety of the awning would consist of business <br />and service advertising with a color logo. The awning is 315 square feet in size; this interprets to <br />a 250 square foot overage in wall signs. The applicant will be removing all existing wall signs <br />from the building. The City has in the past, granted conditional use permits to allow for larger <br />signs than permitted under City Ordinances (Ampride, Burger King, River Bend Plaza, Ramsey <br />Town Square, M & G Leasing Inc. and Blue Line Collision). The Planning Commission met on <br />December 4, 2001, to hold a public hearing and reviewed the conditional use permit request. <br />There was no verbal or written comments submitted at the public hearing regarding the request to <br />exceed sign size restrictions. Subsequent to the Planning Commission meeting, Mr. Deal, the <br />property owner, provided staff with additional information regarding the dimensions of the <br /> <br />City Council/December 18, 2001 <br /> Page 6 of 27 <br /> <br /> <br />
