Councilmember Hendriksen inquired as to what they have to do to move this issue along.

Mayor Gamec replied that they would have staff report back to the Council very soon on the
issue.

Councilmember Hendriksen stated that he wants to make sure that things are done in a timely
manner so that the City doesn't lose the grant.

Director of Public Works/Fire Chief Kapler replied that he would provide an update at the next
Council meeting.

Councilmember Hendriksen stated that Case #2 deals with Comprehensive Plan Amendments
and inquired if they will be limiting the discussion to the items on the agenda or will they be
dealing with a broader range.

Mayor Gamec stated that he would entertain discussion regarding the heating that will be held on
January 24, 2001.

Julie Horn, 6031 145t~ Lane NW, Ramsey, stated that she had attended the work session
regarding the amendments to the Comprehensive Plan land use map and it is her understanding
that when a Comprehensive Plan is submitted and a builder comes in with a proposal for seven
units per acre, which would comply with the land use map, the residents are unable to raise any
objections because the Council has already approved the land use.

City Attorney Goodrich explained that the City is obligated to rezone the property to match the
land use designation in the Comprehensive Plan.

Ms. Horn stated that the interested neighbors that did send out information regarding the
proposed land use changes were on the right mission of letting people know that if the land use is
changed to mixed use and permits seven units per acre, then it can go forward without rezoning.

City Attorney Goodrich stated that zoning has to conform with the Comprehensive Plan, and if it
does not, the property owner can bring the City to court and order the rezoning. He also noted
that there is no longer a super majority requirement for rezoning or adopting a comprehensive
plan.

Eric Watson, 6000 - 146t~' Avenue NW, Ramsey, stated that he lives adjacent to the Kurak
property and wants people to understand what medium density is. He reviewed the definition of
medium density from the March 2001 Comprehensive Plan.

Mayor Gamec inquired if Mr. Watson was speaking as a resident of Ramsey and not as a
Planning Commission member.

City Council/December 11, 2001
