Motion by Councilmember Hendriksen, seconded by Mayor Gamec, to award a contract to the <br />lowest responsible quotation in an amount less than $50,000, should be made contingent upon <br />the Ramsey Professional Building, agreeing to dedicate a forty two foot right of way adjacent to <br />Highway #10 and a 30-foot drainage and utility easement adjacent to the railroad tracks, <br />contingent upon previous agreement being completed. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #9: Metropolitan Livable Communities Program <br /> <br />Community Development Director Frolik stated that State legislation was passed in 1995 <br />requiring the Metropolitan Council to initiate an effort called Metropolitan Livable <br />Communities. The goals of the program are to provide for the equal distribution of affordable <br />and life-cycle housing throughout the Twin Cities. Each year at this time, the City is asked to <br />pass a resolution agreeing to participate in the program for another year. Staff recommended <br />participation in the Livable Communities Program for 2002 because: <br /> · Ramsey's commitment to the HRA tax levy exceeds the local ALHOA obligation. <br /> · Participation in the program qualifies Ramsey for funding opportunities otherwise not <br /> available to the community. <br /> · Ramsey recently accepted a Livable Communities Grant for the Anoka County <br /> Community Action Program (ACCAP) townhomes. <br /> <br />Councilmember Hendriksen inquired as to why the Council is only receiving the request two <br />days before the deadline of November 15, 2001. <br /> <br />Community Development Director Frolik replied that she had only received the information a <br />couple of days before the agenda went out. <br /> <br />Councilmember Zimmerman inquired if the $68,254 obligation for 2002 is an amount the City <br />has to pay out. <br /> <br />Community Development Director Frolik replied no, explaining that the City agrees to commit <br />that dollar amount to lifecycle housing and part of the 2002 levy $100,000 has already been <br />committed to the senior housing complex. <br /> <br />Councilmember Hendriksen inquired if the City is obligated to do anything else. <br /> <br />Community Development Director Frolik replied no. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to adopt Resolution <br />#01-11-412 electing to continue participating in the Local Housing Incentives Account Program <br />under the Metropolitan Livable Communities Act for the calendar year 2002. <br /> <br />City Council/November 13, 2001 <br /> Page 11 of 20 <br /> <br /> <br />
