Don Zappa and Son is a Blaine Contractor, and has satisfactorily completed similar projects in
the Metropolitan area in the past.

Councilmember Hendriksen inquired as to where the frontage road will be relative to the
property.

City Engineer Jankowski replied that the road will be placed in the front of the property, noting
that currently the City has road right-of-way in the back of the property.

Councilmember Hendriksen inquired as to what the $50,000 cost was for.

City Administrator Norman replied that the $50,000 was to extend City sewer and water.

Councilmember Hendriksen inquired if it was a fact that the City would not be undertaking any
of the costs associated with moving the right of way.

City Attorney Goodrich replied that was correct, but the $30,000 the City is paying to Ramsey
Professional Building for land acquisition will be given to Amcon to pay for relocating the
access.

City Attorney Goodrich noted that the motion should include language that would make the
approval subject to final amendment, review and approval by the City Attorney.

Councilmember Hendriksen inquired if 34 feet was sufficient for a frontage road.

City Engineer Jankowski noted that the Hoisington Koegler frontage road plan calls for 42 feet.

Councilmember Hendriksen stated that he supported the concept, but did not want to find himself
in a situation where they do not have adequate footage for a frontage road in the future.

Consensus of the Council was for the City to obtain 42 feet for a future frontage road.

Councilmember Kurak inquired as to where the funds will be coming from to pay for the project.

City Administrator No~uuan replied that $30,000 would be coming from TIF, and $50,000 from
the sewer and water utility fund.

Councilmember Hendriksen noted that he was disturbed that somewhere in the first paragraphs
of the case the $30,000 was not included.

Motion by Mayor Gamec, seconded by Councilmember Hendriksen, to enter into an agreement
with Ramsey Professional Building regarding the purchase of land across the Ramsey
Professional parcel and extending sewer and water service to the property, subject to final
amendment, review and approval by the City Attorney.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak,
and Zimmerman. Voting No: None.

City Council/November 13, 2001
