Case #7: <br /> <br />Consider Introduction of Sale Ordinance to Permit Sale of Land to Twinkle <br />Twinkle, LLC <br /> <br />City Attorney Goodrich stated that at a previous meeting, the Council authorized purchasing <br />some 51 acres of land from Waste Management of Minnesota, Inc. (WMMI). Also at a previous <br />meeting, the Council authorized entering into a TIF Agreement with Twinkle Twinkle, LLC <br />(Star Exhibits and Environments). The TIF Agreement contemplates conveying to Twinkle <br />Twinkle, LLC an approximate 14-acre tract of land acquired from WMMI. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to introduce an <br />ordinance permitting the sale of an approximate 14 acre tract of City owned land to Twinkle <br />Twinkle, LLC, a Minnesota limited liability company; said land as legally described in the sale <br />ordinance. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case#8: Authorize Land Acquisition and Sewer/Water Extension to Ramsey <br /> Professional Building on Highway #10; Project #01-35 <br /> <br />City Administrator Norman stated that the City of Ramsey is interested in acquiring property for <br />a Highway 10 frontage road consistent with a concept identified in "A Plan for Highway 10 <br />Corridor" prepared by the Hoisington Koegler Group, inc. An opportunity to obtain the 34-foot <br />strip in from the property located at 6957 Highway 10 (Ramsey Professional Building) has been <br />negotiated, in part, for the extension of sewer and water to the subject parcel. The primary <br />reason for the acquisition of property is related to a negotiated agreement between Ramsey B & <br />B and Ramsey Professional Building in order to move the Highway 10 access to the property line <br />of the two parties. A sketch was presented of the proposed extension of sewer and water. It was <br />noted that the City has title to a 60-foot strip of property adjacent to the south side of the railroad <br />west of the professional building property. The sanitary sewer is proposed to be extended several <br />hundred feet into this City owned parcel street, it will provide sewer availability to the three <br />parcels to the west without incurring a number of short extensions including unnecessary <br />manholes. The watermain line will be extended only through the professional building property. <br />It is anticipated that the total cost of this work will be less than $50,000 and State Statutes allow <br />work of this scope to be awarded based upon quotations. <br /> <br />City Engineer Jankowski stated that the City received and opened quotes for Project #01-35 on <br />Tuesday, November 13, 2001. A total of six quotes were received. The quotes ranged from <br />$46,113 to $80,689.
