Councilmember Anderson inquired if there would be anything that would be less encumbering that would still protect the City. Couneilmember Kurak replied that they are protecting the City by applying the policy to anything under ten acres. Councilmember Hendriksen stated that if there was a 40-acre parcel and it had a low land that drained from north to south and they were going to create 2.5 acre, 2.5 acre, 2.5 acre lots and they naturally drained to the remaining acreage there would not be adequate drainage and utility easement for that to occur. Councilmember Kurak replied that if drainage from the smaller parcels drains onto the other property there would be significant discussion amongst staff because there would be a drainage problem. Councihnember Hendriksen stated that if the natural drainage goes across private property the City needs to protect that. Community Development Director Frolik suggested having staff redraft language that would allow the City to encumber a required drainage easement for the plat without delineating all of the wetland. Councilmember Zimmerman requested that staff research what other cities do in similar situations. Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to table action. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen, Kurak, and Zimmerman. Voting No: None.
