2) <br /> <br />3) <br /> <br />4) <br /> <br />5) <br /> <br />Darkenwald (Western Alpine Drive) Project <br />Staff reviewed with the EDA potential developers that could locate at the Darkenwald <br />property. Staff has made contact with Park RV and has learned that they are a willing <br />seller. The Commission discussed the possibility of assisting with acquisition of <br />properties north of Highway #10 and staff is in the process of acquiring land appraisals. <br /> <br />IRT and Chies Property Acquisition <br />Staff reviewed with the EDA, Tom Sauter's interest in Lots 2, 3, and 4, for a potential <br />commercial storage facility. IRT is interested in developing on the Chies property, <br />Morrel's Trucking, Inc. property, and Superior Striping property. Chies property is the <br />immediate need for expansion of IRT's recycling operation. Staff reported that IRT has <br />had difficulty negotiating with the Chies property owners. <br /> <br />Mayor Gamec inquired if the property was in a TIF District. <br /> <br />City Administrator Norman replied yes. <br /> <br />Mayor Gamec inquired if the businesses would bring in enough money to pay for the TIF <br />District. <br /> <br />City Administrator Norman replied yes. He explained that staff will be presenting a <br />report to the EDA and the Council. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to authorize staff to begin <br />negotiations with Chies for the IRT expansion project. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Anderson, <br />Hendriksen, and Zimmerman. Voting No: None. <br /> <br />Kenko Company Relocation <br />Staff has been negotiating with Kenko Company to locate to property west of the Public <br />Works facility. The City would like to preserve Kenko Company's land they own west <br />of Armstrong Boulevard for future development that would compliment the possible <br />town center, east of Armstrong. The EDA was informed that Kenko will be making an <br />interim use permit application to move their operation west of Armstrong Boulevard. <br />The EDA recommended that the Planning Commission deny the interim use permit west <br />of Armstrong Boulevard. <br /> <br />Highway #10 Frontage Road Acquisition <br />Staff discussed with the EDA the concept plan for Highway #10 Corridor performed by <br />HKGi. The primary focus of the corridor plan is development of a frontage road system <br />on both sides of Highway #10. Staff discussed recent negotiations with property owners <br />and how those acquisitions related to a future frontage road system. Staff noted that all <br />the planning and acquisition discussions do not take into account what source of revenues' <br />would be utilized to acquire all the property necessary to build a frontage road system. <br />Staff noted that one possible funding source could be an EDA levy, which would be <br /> <br />City Council/November 13, 2001 <br /> Page 15 of 20 <br /> <br /> <br />
