The EDA agreed to discuss the matter <br />further in the future. <br /> <br />6) <br /> <br />Sunfish Lake Boulevard/Highway #10 Northeast Redevelopment <br />Staff reported to the EDA that the City has been working with property owners of parcels <br />north of Highway #10 and east of Sunfish Lake Boulevard for purposes of a possible <br />redevelopment project. Staff discussed the cost of the land issue with the EDA and the <br />possibility of using Tax Increment Financing to assist with the project. Staff will report <br />further developments to the EDA as the information becomes available. <br /> <br />Case #12a: <br /> <br />Approve Trespassing Agreement between Jacob Barthold and the City of <br />Ramsey <br /> <br />City Engineer Olson stated that in the River Pines 2nd Addition 158th Lane NW was ended <br />without a temporary cul-de-sac. The City has the need, since houses have been constructed along <br />158"' Lane NW, to place a turn around for snow plow trucks and emergency vehicles. Staff has <br />worked out an agreement that would allow the City to cut down all the trees in a 100 foot by 100 <br />foot square and construct a temporary cul-de-sac to allow for snow plow trucks and emergency <br />vehicles to turn around. The $2,000 sum would not be paid to Barthold if Riverpines 5th <br />Addition goes through because then there would be a street that would go through, in which case <br />he would loose the tress on the property anyway. <br /> <br />Councilmember Zimmerman stated that it has been part of the City's practice to require a <br />temporary turn around until the access went through. Mr. Barthold was aware of the problem so <br />he did not know why the City should pay the $2,000. <br /> <br />City Engineer Olson replied that he agreed, but the developer and the property owner are not the <br />same and they are not willing to give the City the temporary cul-de-sac that is needed. <br /> <br />Councilmember Hendriksen inquired as to the size of the fight of way along 158th Lane NW. <br /> <br />City Engineer Olson replied 66 feet, but there are driveways and sod on those properties. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to approve the trespassing <br />agreement between Jacob Barthold and the City of Ramsey. <br /> <br />Further discussion: Councilmember Zimmerman stated that it has been the City's policy that the <br />developer would give the City a temporary turn around easement so he did not understand why <br />the taxpayers should pay for the easement. Councilmember Anderson inquired as to what other <br />alternatives there are. Mayor Gamec replied that there are none. Councilmember Hendriksen <br />stated that he thinks it is incumbent on the developer to provide the turn around. City Engineer <br />Olson replied that Orrin Thompson Homes did attempt to negotiate with the property owner, but <br />it failed. Councilmember Hendriksen inquired if Orrin Thompson is willing to pay the $2,000 <br />for the temporary cul-de-sac. City Engineer Olson replied that he could discuss the issue with <br />Orrin Thompson Homes.
